Reporting to the Executive Director of Infrastructure, the Regional Director, will be accountable for the planning and execution of the department’s asset management and project management policies and procedures in support of an effective and efficient delivery of programs and services at the regional level. The Regional Director will manage procurement strategies and oversee all capital projects delegated to the Department of Community & Government Services (CGS), having an annual value in the range of $70-million.The Director will also serve as an advisor to Regional Managers and other clients across the GN departments and communities by providing expertise in planning, design and delivery, and monitoring performance to ensure that client needs and program objectives are being met.

As Regional Director, Infrastructure, you should have strong knowledge of asset management and project management best practices and industry standards (PMBOK), best practices and related industry standards (PMI, IFMA, BOMA). The Regional Director will be developing and implementing strategies (quality control, risk management, communication, staffing, etc). The incumbent must be familiar with northern construction practices and political, social and cross-cultural practices. The ability to review technical information and proposals, analyze risk and make informed decisions is an essential skill for this position, as are financial, budgeting and analytical skills to evaluate program results against set schedules, budgets and quality objectives. The Regional Director must be adept at managing consultants and staff, and balancing competing priorities.

This position requires the skills to lead in the development of budgets for capital and Operation & Maintenance projects. Also, have the financial skills to control and report on CGS capital projects program. At least ten (10) years of progressively challenging project, facility management and/or strategic management experience in medium-to-large commercial/institutional building projects and seven (7) years of progressive managerial experience. A professional degree in Architecture or Engineering or a similar related discipline; or designation with membership in an appropriate professional association. A combination of education and experience will be considered.

Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered.

Fluency in more than one of Nunavut’s official language is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatugangit is an asset.
