Position Summary The Engineering Technologist, Environmental Services is responsible for supporting and coordinating the planning, design, implementation and oversight of capital projects, and maintenance of infrastructure projects with a focus on water purification plant, wastewater treatment plant, and environmental systems. This role combines technical engineering expertise with project management responsibilities to ensure that water purification plant, wastewater treatment plant, and landfill assets are developed and maintained in alignment with operational, regulatory, and environmental standards. The position involves preparing technical documentation, overseeing capital projects, coordinating internal and external resources, and ensuring compliance with municipal, provincial, and federal regulations.

Key Responsibilities

  • Lead and coordinate capital projects related to environmental services, including infrastructure upgrades, equipment installations, and system improvements.
  • Prepare and manage procurement documents (RFPs, RFQs, Tenders) in accordance with municipal policies.
  • Monitor project progress, budgets, and timelines; identify and resolve issues and risks.
  • Coordinate with internal departments, consultants, contractors, and vendors to ensure efficient project execution.
  • Conduct site inspections and quality control assessments to ensure compliance with design specifications and safety standards.
  • Provide regular updates to senior management on project status, risks, and budget performance.
  • Prepare and review technical drawings, design layouts, and as-built records using AutoCAD and other design tools.
  • Support environmental monitoring and reporting in accordance with applicable regulations.
  • Assist in implementing and maintaining the Drinking Water Quality Management System (DWQMS), including audits, risk assessments, and documentation.
  • Support condition assessments, and data collection for planning and maintenance.
  • Assist in the development of long-term infrastructure plans and asset management strategies.
  • Assist in maintaining the asset management databases for water purification plant and wastewater treatment plant and other environmental infrastructure.
  • Analyze performance data for the water purification plant and wastewater treatment plant and prepare technical reports to support lifecycle planning and capital investment decisions.
  • Collect and report energy, water, and weather data to support sustainability and regulatory compliance.

Position Requirements Education & Certifications:

  • Diploma in Engineering Technology, Environmental Engineering, or a related field.
  • Eligible for registration with OACETT or PEO.
  • Water Treatment Class II certification preferred or willingness to obtain.
  • Wastewater Treatment Class II certification preferred or willingness to obtain.
  • Project Management Certification preferred or willingness to obtain.

Experience:

  • Minimum of 5 years of experience in municipal engineering, environmental services, or infrastructure project management, with a focus on capital projects within water or wastewater treatment facilities, preferably with prior experience in a project management role.

Knowledge, Skills, and Abilities:

  • Technical Expertise: Strong knowledge of water and wastewater treatment systems, landfill systems, municipal infrastructure design, and construction practices. Ability to design and optimize infrastructure projects such as roadways, watermains, sewers, and stormwater facilities.
  • Asset Management: Familiarity with asset management principles, condition assessment, lifecycle costing, and infrastructure planning.
  • Data Analysis: Ability to interpret technical data and prepare detailed reports for infrastructure evaluation, planning and asset management.
  • Computer Skills: Strong proficiency with GIS software, Microsoft Office Suite, Asset Management Software, CMMS Software and other engineering design tools for infrastructure planning, design and documentation.
  • Regulatory Knowledge: Strong understanding of environmental and municipal regulations governing water, wastewater, and landfill design and operations.
  • Problem-Solving: Analytical approach to troubleshooting design constraints and optimizing infrastructure performance.
  • Attention to Detail: Ability to prepare technical drawings, data entry, and infrastructure records with accuracy.
  • Time Management: Ability to prioritize tasks, manage multiple projects, meet deadlines, and work both independently and as part of a team.
  • Communication: Strong interpersonal, verbal and written communication skills to liaise with internal teams, contractors, regulatory bodies and members of the public.

Working Conditions

  • The position primarily involves office-based work with regular site visits to project locations. Transportation between sites is the responsibility of the incumbent.
  • Standard hours of operation, Monday to Friday, with occasional flexibility needed to meet project deadlines or manage emergencies. This role also requires availability for on-call responsibilities, including evenings, weekends, and holidays as needed.
  • This role has exposure to varied weather conditions typical of outdoor construction environments, confined spaces, and hazardous materials such as chemicals and wastewater.
  • Cognitive demands include quickly identifying and resolving operational or logistical problems and anticipating project risks and developing mitigation strategies.
  • Physical demands include walking, including on uneven surfaces, occasional lifting, and inspecting construction sites or plant facilities.
