Program Manager - Senior (RQ10062) Ministry of Public and Business Service Delivery and Procurement | 777 Bay Street, Toronto, Ontario (Onsite)

Contract: April 1, 2026 – March 31, 2027 (230 business days, probable extension)

About The Role We are looking for a highly skilled Program Manager who can lead large-scale, high-profile IT initiatives from inception through full lifecycle delivery across enterprise-wide programs. Our ideal candidate has 10+ years of program/portfolio management experience, expertise in IAM modernization, release coordination, and stakeholder alignment, with proven ability to translate executive expectations into compliant, cost-effective outcomes. They will excel in every phase—from strategy development to risk mitigation, vendor management, and sustainment support—driving complex projects that meet organizational standards and frameworks.

Collaborating with multidisciplinary teams, executives, ITS, and vendors, the Program Manager must interpret I&IT needs from discussions and requirements to coordinate interdependencies and ensure delivery. The ideal candidate demonstrates deep knowledge of PMLC, release management, infrastructure planning, and change strategies. They must execute strategically, integrating KPIs, budget controls, and innovation to deliver programs on time without compromising governance or quality.

Reporting to senior leadership, this role ensures accountability for centralized project groups and CSC platform sustainment.

What You'll Do

Provide program leadership for highly complex, multi-jurisdictional initiatives with full lifecycle oversight.

Responsibilities

  • Lead large-scale, high-risk programs ensuring full lifecycle delivery, cost efficiency, and compliance.
  • Support CSC release/infrastructure sustainment, urgent priorities, and time-sensitive upgrades.

General Skills

  • Lead program strategy from inception to closeout/transition, business planning, benefits, funding.
  • Articulate executive expectations into deliverables.
  • Direct multidisciplinary teams with multiple PMs/matrix members.
  • Monitor cost, risk, schedule, governance, performance, impact; provide inter/external dependency views.
  • Leadership as coach/talent developer; complex budgets across funding/dependencies.
  • Analyze environments for risks/issues; prioritize/mitigate for executives.
  • Innovation in planning/analysis/execution; stakeholder facilitation/consensus/reporting.
  • Change strategies; innovative processes/technologies; program communications (media/social).
  • Build relationships; lifecycle improvements; standards adherence; meetings/technology management.

Experience And Skill Set Requirements Core Skills (50%)

  • Business stakeholder management/status reporting (Manager/Director/Executive).
  • Lead IAM modernization (Microsoft Entra ID, Oracle IAM).
  • 10+ years program/portfolio management, release prioritization, infrastructure/resource planning.
  • Create business-aligned roadmaps; introduce best practices/templates/SharePoint.
  • Track finances/burn rates/resource allocation; define KPIs/reports.
  • Multi-client/partner environments; resolve I&IT/business issues.
  • JAD facilitation; business-to-technical requirements; meeting minutes.
  • Resource management (time tracking, onboarding, allocation).
  • AODA compliance assessment (Compliance Sheriff).
  • Data collection/BI/database/data flow/warehousing/management projects.
  • Analyze/design business process improvements.
  • Funding calculations/financial/web n-tier solutions.

Release Management/Coordination Skills (40%)

Desirable Skills: Expert PMLC; excellent communication/collaboration.

  • Release readiness/milestone/go-no-go reviews; maintain multi-app schedules.
  • Coordinate cross-functional teams; align with ITS/CSB/IPA for GO-ITS compliance.
  • Manage release risks/issues (scope/schedule/quality); monitor progress/budget/expectations.
  • Requirement/quality/change management; infrastructure (server capacity/environment).
  • COTS upgrades (Oracle/Informatica/Cognos); deep-dive technical issues.
  • KPIs for releases/capacity/performance; code deployment (BuildMaster/TFS).
  • Competing priorities/deadlines; release windows/cycles; Deployment Run Books/Plans.
  • Multi-app/data source support; infrastructure capacity planning.
  • Windows/Linux/Solaris/Informatica/Oracle/Cognos knowledge.

Communication Skills (5%)

  • Clarify SDLC changes for regression testing to designers/developers/testers.
  • Liaise with IT specialists/unit leads/support/stakeholders.
  • Analytical/problem-solving/decision-making; verbal/written/interpersonal/negotiation.
  • Align business requirements with system design/specs/documentation.
  • Mentor/coach junior staff.

OPS Experience (5%)

  • Public sector (education ministries); ITS standards an asset.

Position Details

  • Location: 777 Bay Street, Toronto, Ontario (Onsite: 5 days/week)
  • Hours: 7.25 hours per day
  • Security Clearance: No Clearance Required
  • Start Date: April 1, 2026
  • End Date: March 31, 2027 (probable extension)
