Range of Pay: Group 11 - $3,197.60 to $3,764.60 bi-weekly

Main Function: Effectively manage and administer a complex portfolio of rent-geared-to-income housing units and rent supplement units in accordance with established standards, policies and procedures including, rent-geared-to-income (RGI) administration, tenant administration, revenue collection, resolution of tenancy issues, and Housing Services Act and Residential Tenancies Act compliance.

Characteristic Duties: Under the general supervision of the Manager of Tenant Services.

  • Monitor chronic and persistent late payers, conduct tenant visits, telephone calls, office interviews and negotiate a repayment agreement in appropriate cases.
  • Ensure the collection of monthly rental revenues.
  • Initiate/Manage/Represent all applications to the Landlord and Tenant Board for hearings in cases of rental arrears and anti-social behaviour, impairment of safety, persistent late payment, illegal acts, etc.
  • Review and investigate cases of alleged fraud and income and/or family composition misrepresentation and enforce the rent-geared-to-income eligibility requirements of the Housing Services Act by taking legal action as required.
  • Ensure compliance with Landlord and Tenant Board orders and mediated agreements.
  • Recommend the engagement of legal counsel as required.
  • Attend with the Sheriff and Police for eviction purposes in cases of non-compliance.
  • Oversee the complete eviction process; ensure proper charges are processed to accounts.
  • Investigate and report on various health, safety and wellness issues.
  • Investigate and follow up on cases of personal injury or property damage by completing an incident/accident report and provide pertinent information to insurance adjusters and legal counsel.
  • Screen, interview, train, direct, motivate and evaluate bargaining unit staff. Coordinate and direct the activities of team members.
  • Represent GSHO during Stage 1 of the Collective Bargaining Agreement grievance procedure.
  • Provide client service by resolving complaints, respond to enquiries by taking appropriate action including site visits, office interviews, etc.
  • Assist/Coordinate/Facilitate tenant meetings, social and recreation activities, and external community events.
  • Coordinate with community resources and outreach supports.
  • Aid chronic homeless individuals in maintaining successful housing.
  • Represent GSHO at the Rapid Mobilization Table and refer tenants in need of supports in order to preserve tenancies.
  • Manage the annual tenant lease renewal process and ensure compliance.
  • Review and make decision on internal transfer requests, over-housed households, and requests to join existing households.
  • Ensure compliance with processes and policies to ensure consistent application of rules and regulations including requirements of the current Collective Bargaining Agreement with the Union.
  • Participate in the management on call rotation after office hours.
  • Respond to major emergencies after office hours.
  • Provide management coverage during staff shortages as the result of strikes, lockouts, union unrest, etc.
  • Prepare and authorize Notice of Trespass on unwanted individuals.
  • Prepare and authorize the removal of vehicles from property.
  • Collaborate with Corporate Security Services regarding security services, reviewing video surveillance data for evidence and review daily detailed security reports on disturbances, damages and non-compliance of lease agreements.
  • Ensure compliance with all operational policies and all CGS Social Housing Notifications with respect to RGI administration and Housing Services Act requirements.
  • Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform other related duties as required.

Qualifications

  • College Diploma in a related discipline (e.g., Business Administration, Social Sciences or Public Administration) from a recognized Community College with Canadian accreditation.
  • Additional specialized training (e.g., Certificate in Property Management) considered a definite asset.
  • Additional educational initiatives to update and expand competencies considered an asset.
  • Minimum of five (5) years of related experience including experience in residential property management.
  • CGS’s priorities.
  • Applicable legislation and related regulations.
  • Social Housing issues, policies, and programs.
  • Extensive knowledge of the Residential Tenancies Act and applicable notices.
  • Principle and practices of Property Management.
  • Thorough understanding of Microsoft Office applications and Property Management software.
  • Current and emerging management issues within CGS as they affect the Division.
  • Best practices within areas of responsibility.
  • Horizontal linkages to other relevant governmental levels and services as well as the private sector.
  • Understand and meet the needs of customers.
  • Set and achieve high standards for the Division.
  • Create enthusiasm and motivation for employees within the Division.
  • Create and respond appropriately to a continuous learning environment.
  • Manage conflict; mediate disputes; assist in reaching consensus.
  • Diplomacy when interacting with tenants, especially during difficult conversations.

  • Excellent use of English; verbally and in writing.
  • French verbal skills and a good working knowledge of written French is required.
  • May require the use of a personal or CGS vehicle on CGS business. Must be physically capable of operating a vehicle safely, possess a valid driver’s license, have an acceptable driving record, and personal insurance coverage.
  • Provide, at own cost, a Vulnerable Sector Check.

Development opportunity range of pay: $2,912.70 to $3,427.20 bi-weekly. The successful candidate will be paid at the reduced range until the minimum qualifications have been met.
