About the role

(Exempt, Permanent Full-Time) The District of West Vancouver Parks, Culture and Community Services Division has an opening for a permanent, full-time Parks Stewardship Manager.

Reporting to the Senior Manager of Parks, the Parks Stewardship Manager is responsible for leading on all operational environmental matters and functions that relate to District land managed by the Parks Department.

Key Accountabilities Include:

  • Develops park policy for consideration of the Senior Manager of Parks and the Director of Parks, Culture and Community Services;
  • Liaises and collaborates with internal and external stakeholders to develop and manage policies and strategies and operational approaches public lands including parks, municipally owned and shoreline areas;
  • Monitors emerging issues and trends to identify, analyze and prioritize services, programs and the needs in the community;
  • Liaises with representatives of various governments, community agencies and citizen groups while also providing information and assistance to Council, Municipal departments and the public;
  • Prepares parks-related reports and presentations before Council, committees and the public;
  • Provides management direction to employees by planning, assigning and supervising work;
  • Prepares sections of operating and capital budgets and manages the budget on a day to day basis;
  • Builds effective relationships while working with Council, committees, community and staff;
  • Implements departmental policy including the Parks Master Plan, parks related strategies, and related policy directions;
  • Manages, plans, coordinates and facilitates policy, operations, clerical and administrative duties within parks and may include the Capilano View Cemetery;
  • Oversees and supports field allocation processes, working with sports groups, schools, and community partners to ensure fair, transparent, and effective use of outdoor sport facilities
  • Manages, plans and promotes stewardship activities in parks;
  • Participates in diverse and complex employee and labour relation matters;
  • Prepares and monitors the specific service area’s capital operating budget;
  • Participating in other duties and special projects as assigned.

Preferred Candidate Will Possess:

  • Considerable knowledge of the methods, material, equipment, practices and procedures applicable to park environmental operations
  • Knowledge of relevant Federal, Provincial, and Municipal legislation, regulations and acts;
  • Expertise in financial oversight of both operating and capital budgets;
  • Exceptional leadership capabilities including proven experience providing vision, guidance, and mentoring support to staff team;
  • Effective and tactful skills for interacting with the staff and public;
  • Demonstrated conflict resolution skills and expertise in planning and strategy development.

Required Training, Education And Experience:

  • Valid B.C. Class 5 Driver’s License and a personal vehicle;
  • Degree in Parks Management, Recreation, Public Administration, Planning, Resource Management, or a related field;
  • Knowledge of best practices in supervision park management, communications or business management, project management or and equivalent combination of training experience and considerable related experience

The successful candidate is required to supply an acceptable driver’ s abstract, claims history, police information check and a copy of their credentials.

Position Status: Exempt - Permanent, Full-time

Hours Of Work: 35 hours per week (hours and days of work may vary)

Rate Of Pay: $113,113 - $127,250 per annum (2025 rates)
