JOB SUMMARY
French Language Services (FLS) is responsible for activities related to the planning, development, and implementation of strategic and business initiatives in accordance with the Council‑approved Bilingualism By‑law No. 2001‑170 and Bilingualism Policy to ensure that the City delivers, to its residents and its staff, a complete array of quality municipal services in French, bearing mutual respect and recognition of both official languages.

EDUCATION AND EXPERIENCE
Completion of a 4‑year university degree in communication, public relations, political science, public administration, business administration or other related field
5 years of related experience, preferably in a municipal setting, including experience working in a bilingual environment and a minimum of 2 years in the management of human and financial resources
CERTIFICATIONS AND LICENCES
Project Management Professional (PMP) certification is an asset
KNOWLEDGE
- The City of Ottawa’s organizational, governance and administrative structures
- Legislation, regulations, policies, standards and guidelines relevant to the work
- Industry trends and developments
- Business administration concepts, theories, principles and methodologies
- Corporate policies, guidelines and practices
- Contract document preparation, procurement processes and supervision of contracted services
- Financial management practices and budget processes
- The various Collective Agreements in place at the City
- Understanding of the programs/services and operations of other City areas, and the inter‑relationships between them and own work area
- MS Office MS Office, MS Project and election management systems
- Must be familiar with applicable health and safety legislation, have knowledge and knowledge of any potential or actual danger to health or safety in the workplace, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
