Within the Ministry, the Business Systems and Information Management (BSIM) Branch provides support through technology, data, and system stewardship. We ensure that critical program systems—particularly those supporting needs‑based financial assistance—operate reliably, efficiently, and in alignment with legislation, policy, and service expectations.

####The Opportunity

We are seeking a collaborative and analytically minded Business Analyst to support the accuracy, reliability, and continuous improvement of the ministry’s student financial aid and post‑secondary program systems.

This role is centered on strong business analysis practices—particularly gathering business needs, writing clear and comprehensive Business Requirements Documents (BRDs), translating requirements into actionable system specifications, and supporting the change request lifecycle. You will partner strategically with product owners, developers, technical teams, and external partners to ensure program rules and operational requirements are accurately reflected in system design and functionality.

####As a Business Analyst, you will:

  • Lead the business requirements and user story development process, including gathering business needs, writing detailed requirements, developing requirements definitions, completing process analysis, and preparing business cases for product owners.
  • Analyze business needs, workflows, and data with curiosity to enhance system functionality, efficiency, and policy alignment.
  • Translate complex program rules, mathematical calculations, and system logic into clear, testable system specifications and documentation used by developers and testers.
  • Drive design, development, modification, and testing of system changes within Oracle‑based solutions and related platforms.
  • Investigate and diagnose integration issues (e.g., data inconsistencies, interface failures) involving secure file transfers and flat‑file integrations, and work with partners to resolve them.
  • Conduct analysis related to needs‑based financial aid delivery.
  • Develop and execute structured test plans for new or revised system components, ensuring accuracy, stability, and alignment with program requirements.
  • Oversee and maintain system documentation, user guides, training materials, and reference resources.
  • Provide training and support to system users, ensuring they understand changes impacting business operations.
  • Collaborate with ministry branches, federal partners, IT division, vendors, and other stakeholders to support stable system operations.

####Our Ideal Candidate Will:

  • Bring an inquisitive mindset, strong attention to detail and the curiosity to dig into complex rules and process flows leading to system improvements.
  • Demonstrate flexibility and willingness to support branch and ministry priorities as required.
  • Bring strong analytical and problem‑solving skills, with experience interpreting and documenting complex business or policy rules.
  • Be familiar with enterprise systems—ideally Oracle‑based systems—and understand system behavior, data flows, and integration points.
  • Be proficient working in Azure DevOps or similar work tracking tools for managing change requests, requirements, and test cycles.
  • Have experience with secure file transfers, system interfaces, and structured testing processes.
  • Communicate clearly with both technical and non‑technical audiences, especially when explaining complex requirements or system impacts.
  • Be comfortable working collaboratively in a multi‑stakeholder environment and managing competing priorities.

####The knowledge and skills required for this position are typically obtained through:

  • Bachelor's Degree in business, information systems, computer science, or a related discipline; and
  • Significant experience in a similar role. Experience gained in a financial organization will be considered an asset.
