Position Details

The Financial Services team invites qualified applicants to apply for the full-time continuing position of Procurement Specialist, to start May 4, 2026.

Reporting to the Manager of Supply Chain Operations, this position is responsible for assisting faculty and staff with the procurement of goods and services on behalf of the University. This position has a strong emphasis on Information Technology procurement that includes but is not limited to cell phones, software, computers, networking etc.

**Responsibilities:**As one of two Procurement Specialist, this person will:

  • Implement the procurement policy, including advising the University community on procurement methods, public tendering requirements, thresholds, preferred vendors and quotes
  • Review and process requisitions to create purchase orders, including verifying required documents and adopting effective methods of sourcing goods and services
  • Liaise with vendors to source purchases, make inquiries and resolve issues
  • Understand the regulatory and internal control environments for procuring goods and services and actively monitor compliance
  • Ensure cost control and efficiency on all purchases
  • Operate within ethical procurement standards, concerned with unbiased, fair, non-discriminatory, and transparent vendor selection practices
  • Administration of the University cell phone plan

Also, this position works a 7-hour workday with minimal overtime requirements. This position is classified under the Alberta Union of Provincial Employees (AUPE).

Position Qualifications

The successful candidate has a university degree, preferably a Bachelor of Management, an SCMP designation or working towards their designation or the SMT Certification. An acceptable combination of education and experience maybe be considered. A minimum of 3 – 5 years of Supply Chain/purchasing experience is also necessary that demonstrates:

  • Experience with Information Technology procurement is a strong asset
  • Experience with requisitions, purchase orders and public tendering
  • Familiarity with single source justifications
  • Experience in public procurement will be considered an asset
  • Demonstrated direct experience in RFx development and process (from development of scope, requirements, scoring structure to leadership of proposal evaluation and supplier selection)
  • Must possess a comprehensive understanding of competitive bidding law, contract law and trade agreements
  • An understanding of Canada Border Services Agency customs regulations and their impact on procurement processes, including publicly posting tenders on the Alberta Purchasing Connection website
  • Excellent communication skills that foster strong working relationships with internal/external stakeholders, and negotiate advantageous purchasing terms and pricing
  • High degree of diplomacy in providing advice and guidance to departmental units and stakeholders
  • Advanced computer skills, specifically with Microsoft Office 365, ERP Ellucian Banner, Euna Solutions (Bonfire) and Alberta Purchasing Connection (APC) will be considered assets.
  • Ability to project and articulate the impact of transactions on financial results
  • Strong time management and organizational skills with the ability to prioritize and manage competing tasks independently with a high level of initiative
  • Ethical conduct is required

The successful candidate will complement their technical knowledge with a proven ability to work in a close team environment, using exceptional written and verbal communication skills, strong analytical skills and drive. The incumbent pays close attention to details and is highly organized. Though the department has resources to respond to many situations, professional judgment, problem solving and issue identification are essential skills for the incumbent. This is a fast-paced dynamic environment, where adapting to change, managing tight deadlines, and the ability to respond positively and professionally under pressure are keys to success.
