About Us
The Ministry of SaskBuilds and Procurement (SBP) provides central co-ordination and delivery of property management, information technology, procurement, project management, transportation, and other services to government ministries and agencies. The ministry integrates, co-ordinates and prioritizes infrastructure planning and delivery for the Province of Saskatchewan, and advances projects through contract oversight, innovative approaches, and alternative financing models as appropriate.
The Opportunity
The Ministry of SaskBuilds and Procurement is seeking a dynamic and motivated individual to join the Health Infrastructure branch in a permanent position as a Senior Project Manager in the Design & Construction unit. The Design & Construction unit is responsible for the project management of health infrastructure projects including complex facilities that provide acute, long-term care and urgent care for the people of Saskatchewan.
This opportunity plays a significant role in guiding the construction of provincial health infrastructure projects, with a particular focus on collaborating with health stakeholders to achieve on-time and on-budget delivery. You will work with stakeholders to build technical expertise, improve the design and construction of new and existing facilities, and help shape the development of health facilities in the province.
The Senior Project Manager will be an innovative thinker who works collaboratively as part of a team to lead, analyze, and provide advice on health infrastructure projects. Reporting to the Manager of Design & Construction, the successful candidate will:
- Work with relevant ministries, advisors, and stakeholders to manage the design and construction phase of complex, often multi-owner projects (i.e. multiple ministries and/or health authorities);
- Work with health stakeholders to build technical expertise, improve the design and construction of new facilities, and help shape the development of health facilities in the province;
- Review and validate project costs, risk, and related financial analysis;
- Coordinate and manage multidisciplinary teams and advisors which may consist of engineering teams, architects, clinical and healthcare advisors, information management and technology experts, legal teams, financial and procurement advisors, fairness advisors, facility maintenance advisors, etc.;
- Develop, track, and manage the approved project schedule and budget;
- Perform contract management of numerous contracts under varying project delivery models; and
- Create and/or participate in the preparation of Treasury Board, Cabinet, and SaskBuilds Board information and decision items, as well as create/participate in the development and delivery of stakeholder presentations.
Our Ideal Candidate
The successful candidate will have:
- Knowledge of engineering and architectural professions, building codes, construction terminology, and management of infrastructure projects;
- Knowledge of construction costs, budgeting, and contract management;
- Experience with project delivery models including but not limited to; Progressive Design-Build, Design-Build and Construction Management.
- A solid understanding of procurement and project management principles and methodologies, with experience in successfully procuring and managing large projects;
- Understanding of municipal and civil infrastructure requirements, building codes, and technical standards;
- Strong written and verbal communication skills;
- Ability to plan, organize, and work in collaboration with internal and external clients and stakeholders;
- Excellent project management, problem-solving, analytical, and organizational skills, along with a strong attention to detail;
- Ability to think strategically and have superior negotiation and conflict management skills;
- Ability to work in a team environment, providing timely and efficient management of consultants and contractors;
- Ability to thrive in a fast-paced environment, with a demonstrated ability to understand and respond to multiple demands and be results-oriented and accountable to exercise superior judgment in a continuously changing and demanding environment; and
- Strong leadership skills with a focus on creating a healthy work environment by demonstrating and promoting mentoring, self-reliance, and professional growth.
Typically, the knowledge and experience required to be successful in this position would have been obtained through the following:

A degree in architecture or engineering, as well as related experience. Alternately, a technologist diploma, coupled with significant related experience in a similar role or in industry will be considered;

Legal authorization to work in Canada and ability to provide proof upon request;
-
Project Management Professional (PMP) or related designations will be considered an asset.
A combination of education, training and experience may be considered.
