Hierarchical Reporting: Project Quality & Safety Manager
Objective
Ensuring effective control, inspection and reporting of installed Digital and Integrated Systems (D&IS), while leading and coordinating a team of Quality Inspectors that supports the achievement of project objectives by maintaining high standards of quality and safety in alignment with Customer requirements.
Roles & Responsibilities
The Quality Field Lead Engineer is responsible for ensuring effective control, inspection, and reporting of installed Digital and Integrated Systems (D&IS) products. This role leads and coordinates a team of Quality Inspectors and works closely with the Installation, Testing & Commissioning (T&C), and Certification & Authorisation (C&A) teams. The primary objective is to support the achievement of project targets related to quality, cost, delivery, performance, and safety, in full alignment with customer requirements.
- Support the PrQSM in the implementation and the management of Quality Management System and Quality Field Operations.
- Support the PrQSM in developing, implementing and managing Quality Control Plan, Reports and Documentation in the field.
- Ensure and be a player in infrastructure handover, and readiness reviews for installation.
- Establish and plan Quality Field Activities.
- Manage and support Quality Field Inspectors.
- Organising and leading on the field during audits, inspections, witness and holding points with customer representative.
- Ensure the proper execution of the installation work.
- Lead and perform Quality Field Inspections in accordance with approved ITPs/procedures.
- Establish the proper inspection execution is carry out by Quality Inspectors.
- Ensure inspection sheets associated with inspections, witness and holding points are completed and up to date.
- Identify, document, record potential non-conformities and deficiencies resulting from quality inspections, and anomalies reported by Installation and T&C teams.
- Lead root cause analysis with stakeholders, supporting develop of action plan and follow up implementation of actions for resolution of problems on the field, throughout the different methodologies (8D, QRQC, Change Request, etc.).
- Follow up open items with Installation and T&C Team for closure.
- Secure proper completeness of Quality Control reports and related quality documents by inspectors are compliant with quality requirements.
- Consolidate and prepare all Quality Control Reports and Customer Quality Records for submission and final acceptance.
- Report progress on installation works and quality activities (KPIs, Status of works and activities) to PrQSM on a weekly basis.
- Secure that the latest approved documentation (plans, checklists, drawings, etc.) is available on site for use.
- Be main Quality appointed person for the Takeover Process (Installation) and Handover Process (T&C) ensuring these are duly followed.
- Complete and submit safety observations and field reports as required.
- Establish and implement 5S philosophy on the field to maintain it in good working conditions.
Continuous improvement
- Animate the resolution of Non-Conformities (NC) and anomalies to guarantee the final conformity of the installations.
- Deploy REX governance according to D&IS instructions.
- Define preventive measures with Quality Inspectors and propose opportunities for improvement.
- Ensure the capture and recording of the CONQ for all NCRs and deficiencies.
- Leading improvement on project quality performance and efficiency.
Management
- Ensure the Performance Management Cycle of people through dedicated tools.
- Lead and support the development of the skills of the staff of the team.
- Ensure the administrative management of the staff.
Educational Background
A degree in one of the following fields, or a related technical discipline, is preferred:
General Engineering,
Quality Engineering,
Mechanical Engineering and
Electrical/electronic engineer
Technical Knowledge / Experience
Ideally with 4 years of experience in railway-infrastructure industry
Must be able to read blueprints and familiar with a variety of test equipment
Awareness on process and products
Experience in Quality / Audit are appreciated
Behavioral skills
Rigor and attention to detail, ability to work independently, capacity to lead, strong verbal and written communication, and ability to manage a team.
Technical skills
Process-oriented.

Language skills
English
