Primary Duties
The Manager, IT & IS, plays a leadership role in advancing Utilities Kingston’s technological capabilities. Reporting to the Director of Telecommunications and Technology Infrastructure, the Manager is responsible for developing and implementing modern service delivery standards across the Information Technology and Information Systems teams. This role ensures that technology initiatives align with corporate strategy, support departmental goals, and meet evolving business and regulatory requirements.
Major Responsibilities:
- Lead service delivery transformation. Develop and implement modern service delivery standards based on ITIL and other industry frameworks to ensure consistent, high-quality technology services across all supervised teams.
- Collaborate with senior leadership to help define and execute long-term technology strategies that support corporate objectives, including infrastructure modernization, cybersecurity, and digital transformation.
- Provide mentorship and direction to team members, fostering a culture of innovation, accountability, and continuous improvement. Ensure staff are equipped with the skills and tools needed to deliver exceptional service.
- Chair the cybersecurity committee and oversee the development, implementation, and continuous improvement of cybersecurity programs, policies, and incident response plans.
- Oversee day-to-day operations of technology systems and infrastructure, ensuring availability, continuity, and scalability.
- Negotiate and manage vendor relationships and service agreements. Develop and manage departmental budgets, ensuring cost-effective delivery of technology services.
- Act as a liaison between technology teams and other departments, ensuring alignment of technology solutions with business needs and regulatory requirements.
Education, Certification and Other Qualifications Required

Intermediate project and change management capabilities

Intermediate proficiency in IT service delivery and ITIL practices

Advanced communication and problem-solving skills

Intermediate proficiency in Microsoft Office suite
Knowledge:

Working knowledge of network routers, switches, and firewalls.

Working knowledge and hands-on experience with Microsoft infrastructure, including: Windows Server, Office 365 Active Directory

Working knowledge of Windows and Linux Operating Systems

Working knowledge and hands–on experience with set-up, configuration, and management of virtual server technologies

Knowledge of DevOps methodology

Working knowledge and hands-on experience with Cyber Security standards (NIST) and system hardening techniques

ITIL and DevOps methodologies
-
Budgeting and financial management
Education & Experience:
- 4-year university degree in computer studies, or other closely related course, or an equivalent combination of related education and experience.
- A CISSP or similar security designation would be considered an asset.
- Minimum of 10 years of practical experience in a corporate IT environment with 5 years’ supervisory/management experience.
- Class G drivers’ licence
