THE OPPORTUNITY

This Manager of Enforcement is responsible for managing the day-to-day operation of the Enforcement Services program. The incumbent provides technical advice and ensures all policies and programs in enforcement, are carried out to meet a high standard of service delivery. This position works collaboratively with the RCMP, managing day to day administration of the contract, and agreements with Community partners. This position reports to the Fire Chief.

This is a full-time, permanent position. The annual salary range is $120,744.00 - $143,540.80

RESPONSIBILITIES

Operations Management

  • Direct, monitor and oversee the activities of the Enforcement Services Section.

  • Oversee the daily functions of Enforcement Services Sergeants including shift scheduling, public inquiries, and review of files.

  • Management and oversight of the traffic safety program and team.

  • Delegate operational authority, as required, and ensure high standard of service delivery is achieved and maintained.

  • Direct the development and implementation of goals, objectives, policies and priorities.

  • Provide strategic and operational direction to staff.

  • Explain, justify, and defend programs, policies and activities; negotiate and resolve sensitive and controversial issues.

  • Listen, negotiate, and resolve sensitive and controversial issues.

  • Ensure the security, integrity, and completeness of operational records.

  • Respond to inquiries and investigate complaints in an appropriate and timely manner.

  • Encourage a harmonious working relationship amongst all municipal employees.

  • Oversee the implementation of programs.

  • Develop, allocate and prepare the operating budget for the Section.

  • Monitor and allocate budget resources.

  • Prepare budget updates as required.

  • Participate in discussions and decisions related to the ongoing management of Protective Services

  • Recommend and monitor compliance with protocols and Standard Operational Procedures (SOP) for the operation of Enforcement Services.

  • Remain current on various pieces of legislation and court rulings related to enforcement of bylaws and provincial legislation.

  • Ensure compliance with various legislations and regulations.

Supervisory Management

  • Ensure leadership aligns with the City’s strategic and corporate plans as well as values and guiding principles.

  • Responsible for recruitment, hiring, training, and ongoing supervision of the Enforcement team.

  • Provide a high level of coaching, training, and mentoring to section staff in the achievement of their goals and projects on an ongoing basis as well as through the performance management process.

  • Assist the Deputy Chief in managing the daily operations, setting goals and expectations for the team, making decisions regarding staffing matters, stressing the importance of teamwork, ensuring the overall efficiency of the services provided by the team as a whole.

  • Provide the leadership to ensure the efficient and effective ongoing operation of the enterprise-wide programs and services provided by the Department as well as continual enhancements to the programs and their processes.

  • Receive and investigate complaints or concerns relative to the delivery of section services and ensure appropriate information is provided or appropriate action taken.

  • Respond to customer concerns and complaints using tact and understanding.

  • Maintain departmental discipline and the conduct and general behaviour of assigned personnel.

Partner Relations

  • Chair applicable meetings and work with community groups on the formation and maintenance of grass roots organizations related to Public Safety.

  • Build relationships with community agencies and organizations to increase our capacity to support the community in obtaining needed resources and provide exceptional programming standards.

  • Manage the administration of the RCMP contract in conjunction with municipal partners.

  • Provide subject matter expertise to the General Manager relating to the RCMP contract.

  • Attend relevant inter-agencies and collaborate with other professionals to identify gaps in services in the community, share resource information, and address community needs.

  • Identify key learnings and responses to safety needs and trends in our region and provincially.

  • Respond to requests for services or information in a timely, courteous and honest manner.

  • Respond to inquiries and investigate complaints in an appropriate and timely manner.

  • Build and maintain effective communication with City's departments.

Other Duties

Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.

  • Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section. Understand the safety incident reporting requirements
  • Act as a steward of the City's Corporate Culture through empowerment and support to staff.
  • All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
  • Employees are expected to stay current on WHMIS and other safety-related procedures.
  • Perform other job-related duties.

QUALIFICATIONS

Required Qualifications:

  • Minimum of ten (10) related experience including a minimum of five (5) years of supervisory experience in Law Enforcement.

  • Must have or be eligible obtain Community Peace Officer Status within 8 weeks of start date.Advanced communication skills and excellent presentation skills.

  • Excellent interpersonal skills.

  • Excellent collaborative negotiation and problems solving skills.

  • Ability to work effectively and professionally with all levels within the organization and externally.

  • Ability to effectively transfer ideas, concepts, and information into effective and efficient strategies.

  • Ability to develop, implement and evaluate innovative plans.

  • Strong customer service orientation and the ability to build positive, productive business relationships.

  • Ability to exercise tact and diplomacy in interpersonal dealings which are difficult, highly sensitive and confidential and may involve exposure to the media or public criticism.

  • Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation

  • Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint

CONDITIONS OF EMPLOYMENT

  • Class 5 Driver’s License.

  • Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.

  • Criminal Record Check Clearance with vulnerable person sector.

  • Must have or be eligible obtain Community Peace Officer Status within 8 weeks of start date.

Working Environment:

  • Monday to Friday.
  • Hours of Work: 8:30am to 4:30pm.
  • Overtime may be required.
  • Exposure to noise levels that may exceed 85 decibels.
