Project Opportunity
We are looking for a Senior Quality Coordinator to join our FCC Canada team assigned to the ONxpress Project
This position is located in downtown Toronto, ON, and requires a daily presence in the office and/or on the construction sites.
ONxpress Transportation Partners was chosen in 2022 by Metrolinx and Infrastructure Ontario to deliver the track, civil infrastructure, signalling, and electrification for the GO Expansion program. This project will transform the GO Transit rail network, resulting in more frequent two-way service, shorter journey times, and a modernized system for the Greater Golden Horseshoe area.

Position Summary
Reports to: Project Controls Lead/Director
The Project Controls Manager is responsible for overseeing and guiding all aspects of project planning, cost control, scheduling, performance monitoring, and reporting. This role ensures that projects are delivered on time, within budget, and in alignment with organizational standards and client expectations. The manager will lead a team of project controls professionals and collaborate with cross-functional stakeholders to drive project success.
Key Responsibilities
- Develop and maintain project schedules, including baselines.
- Conduct detailed schedule analysis, assess delay claims, and support dispute resolution efforts.
- Ensure progress tracking and forecasting meet project-specific requirements.
- Develop and maintain project cost data, including budgets, commitments, expenditures, forecasts, and variance analysis.
- Prepare and update project cash flows, forecasts, and cost reports throughout the project lifecycle.
- Manage the SAP Finance system for cost control and reporting.
- Ensure timely and accurate preparation of project control reports, including cost, schedule, and performance metrics.
- Conduct detailed reviews of project performance trends and provide actionable insights to stakeholders.
- Establish and enforce procedural frameworks for variance reporting, forecasting, and reconciliation.
- Implement and enforce adherence to project control standards, practices, and procedures.
- Supervise the development of Work Breakdown Structures (WBS) and project coding systems for control integrity.
- Oversee change management processes, including subcontractor claims, change requests, and dispute resolution.
- Identify commercial risks, propose mitigation strategies, and contribute to the overall Risk Mitigation Plan.
- Manage, mentor, and guide project controls professionals, ensuring they have the resources and knowledge to meet objectives.
- Drive adoption of best practices, lessons learned, and continuous improvement initiatives within project controls.
- Foster an inclusive culture that promotes equity, collaboration, and career development.
- Partner with designers, contractors, inspectors, and third parties to proactively resolve scope, schedule, and cost variances.
- Lead and facilitate project control meetings and actively participate in project handover and kick-off sessions.
- Interface with senior management to provide updates on cost control, schedule performance, and key project metrics.
Education and Qualifications
- Bachelor’s degree in construction management, engineering, or business (or equivalent experience).
- Professional certifications (one or more preferred): PSP, PMP, P.Eng, CM, EVP, PMI-SP, CST.
- 10+ years of experience in project controls for engineering and construction projects, including planning, estimating, forecasting, scheduling, cost control, and reporting.
- Excellent communication and interpersonal skills with the ability to clearly articulate issues and influence stakeholders.
- Strong leadership, decision-making, and problem-solving abilities.
- Highly organized, detail-oriented, and customer-focused.
- Ability to interpret and analyze construction schedules and project performance data.
Job Requirements
- In-depth understanding of financial reporting systems, controller account codes, and related processes impacting project controls (e.g., Project Financial Status Reports, Earned Revenue Determination).
- Proven expertise in financial analysis, forecasting, estimating, and cost control.
- Advanced analytical skills with the ability to identify trends and provide actionable insights.
- Proficiency in Microsoft Office Suite and familiarity with ERP systems (e.g., SAP).
- Ability to work effectively across all levels of management and multidisciplinary teams.
- Demonstrated accountability, ownership, and sound judgment in decision-making.
