As a High System User (HSU) Intake Coordinator within the Community Policing Analytical Unit, you will serve as the central intake point for all HSU referrals and proactively identify high-risk offenders through review of internal and external submissions, police data, and system-use indicators. You will develop initial offender profiles by analyzing police occurrences, criminal histories, social disorder patterns and system use data from Justice On-Line Information Network (JOIN), SENTRY, Offender Records and Correctional Administration (ORCA), and Canadian Police Information Centre (CPIC) and Police Information Portal (PIP). Primary duties include:
- Collect, summarize and interpret data and information to produce intelligence and operational enforcement documents aimed at advancing offender management operations, identify individuals escalating in behaviour or accruing a high volume of police interactions.
- Assess incoming internal and external HSU referrals by reviewing SENTRY, PIP, ORCA, JOIN, CPIC, occurrence history, conditions, mental health and substance- use indicators, housing stability, and documented system- use or social- disorder- patterns.
- Gather contextual information from district members, Community Engagement Response Team (CERT), Police and Crisis Team (PACT) clinicians, Community Resource Officers (CROs), Calgary Community Standards Transit and Bylaw peace officers, and other security partners to develop a full understanding of risk, vulnerability, and recent activity.
- Prepare offender profiles and assess eligibility by applying HSU inclusion and exclusion criteria, identifying the district where the individual is most active, and evaluating the likelihood of continued or escalating offending.
- Identify and flag individuals in Calgary Police Service (CPS) systems who demonstrate emerging risk, escalating behaviour, or potential to meet HSU criteria but cannot be assigned due to capacity limitations.
- Review new occurrences and updates for flagged individuals to assess changes in criminal behaviour, social disorder, or system use activity that may elevate them to HSU priority status.
- Collaborate with Urban Crime team, Community Outreach Team (COT), Community Standards, AB Recovery, Community Court, social service agencies, and internal partners to share information on flagged subjects, ensuring coordinated awareness and early identification of escalation.
- Represent the HSU program during triage discussions, providing clear and unbiased summaries of each referral using factual information from JOIN, SENTRY, CPIC, and partner input.
- Present risk factors, behavioural patterns, system use history, and district impacts to support accurate and informed triage decisions.
Working Conditions: This position involves exposure to emotionally disturbing events such as violence, mental health and addiction issues.
Qualifications
- A bachelor's degree in law enforcement or criminal justice, Social Work, Health Care, or Risk Assessment and a minimum of 1 year of related experience.
- An understanding of criminology and criminal behaviour, risk and vulnerability factors such as addictions and mental health, and an understanding of offender management strategies and the criminal justice process is required.
- Experience assessing recidivism among offenders is required.
- Demonstrated experiential knowledge in criminal law, criminal investigations, corrections, and court processes and procedures is considered an asset.
- Success in this position requires: emotional intelligence; creating and sustaining safe, respectful and inclusive workplaces; promoting supportive, balanced and professional accountability; building and maintaining relationships; developing self and others; striving for results.
Pre-employment Requirements
- An enhanced security clearance and pre-employment polygraph will be conducted.
- Successful applicants must provide proof of qualifications. Education obtained from out of country must have or be able to obtain, an Education Credential Assessment (ECA) for confirmation of equivalent credentials.
