In partnership with Metrolinx, ACCIONA is playing a key role in the design and construction of the Eglinton Crosstown West Extension (ECWE), a 9.2-kilometre westward addition to Toronto’s Line 5 light rail transit network. This major infrastructure project includes seven new stations and installation of rail and systems under a progressive design-build model.
Beyond its technical scope, the ECWE project represents a significant investment in sustainable urban mobility, expected to reduce greenhouse gas emissions by up to 5,800 tonnes annually and eliminate over 6.5 million vehicle trips each year when combined with the full Line 5.

Main Responsibilities: Establish & implement the agreed design management strategy and procedures for the project. Provide leadership and support to the Design Managers to effectively manage the commercial and schedule challenges, and to optimize the design solutions. Responsible for generating and negotiating all Design related agreements during different stages of the project, such as NDA’s, MoU’s, TDA, DA, etc. Provides technical support to ensure proper execution of the project. Analyze project modifications or changes and propose alternative technical solutions. Read project specifications and work with the necessary specifications, controls, tests to ensure the timely execution of the project. Supervise the development planning phases and monitor progress. Prepare reports showing calculations, measurements and results of specific project works. Prepares and keeps the technical documentation of the work file. Work with Design Team members (internal & external) to provide an effective design management service for the project. Manage the coordination of design between the third-party designers, client and construction team. Provide Quality Assurance and Technical Design review of Consultants and other professional staff (engineers, technologists, structural, civil, architecture, landscape, etc) drawings, specifications and other deliverables. Provide key design input in tenders and project execution focusing on high value/risk aspects such as geotech, structures, M&E/procurement interface, BIM. Provide support to the project teams regarding commissioning or other engineering support services. Coach, mentor, and supervise Design Managers to ensure they have the tools to efficiently: Validate the design ensuring compliance of specification. Issue the general design & implementation rules. Ensure the technical coordination and coherence of all the design activities carried out by the various entities involved in the project, throughout the project lifecycle. Manage the system level interfaces and the integration of the various subsystems with each other; including Civil Works, Stations Works and Systems Works. Manage the production of design and engineering documentation. Ensure that the design and implementation rules and guidelines issued by the various entities of the system engineering team are properly applied. Support as required Design Changes, within the Partnership and face-to-face with the Client. Ensure the project team is working to the agreed design drawings and specifications and conduct on site review of installations to ensure compliance to “design” specifications. Provide direction, management and/or supervision/support to project design related staff (engineers, technologists, structural, civil, architecture, landscape etc.) and subcontract partners. Liaise with the Client and Independent Certifiers as required to support the project, including: Follow up of design submissions Management of design reviews Follow up and demonstration of requirement compliance Management of design changes Ensure compliance with all Federal, Provincial and local laws, particularly applicable Occupational Health & Safety Acts / Construction Safety Act regulations and environmental requirements.
Essential Functions: Manage project-based design teams and ensure the timely production of design information. Establish, manage and maintain a realistic design schedule and deliverables to satisfy contract, procurement and construction requirements. Ensure that all design deliverables are reviewed to establish they are within budget, technically compliant, fully coordinated and buildable. Provide guidance to the project team on design related issues. Identify, manage & assist in the production of alternate Design proposals if beneficial to the project. Assist the commercial team in the production of the project specific design agreements. Review the design with respect to mitigating Health and Safety issues prior to construction. Prepare appropriate monthly design reports. Establish key design performance indicators. Maintain close relationships with the client and third-party designer organizations. Other duties as related to the role.
Preferred Experience/Qualifications: Degree in Civil Engineering or a related field is preferred. Minimum of 10 years’ design management and system engineering experience is preferred. Extensive experience in design and construction of major railway project(s) is preferred. Experience in a similar role supporting design-build projects within a major civil construction company, preferably on infrastructure and/or P3 projects. Excellent communication skills with the ability to liaise with project stakeholders and all relevant authorities. Ability to work as part of a dynamic team, ensuring that decisions reached are best for the company. Superior design management skills in order to effectively manage design consultants and design teams. Demonstrated team leadership skills with the ability to develop and mentor design teams. Highly developed technical and negotiation/commercial skills. Understanding and ability to work within relevant legislation and regulatory requirements. Strong financial management skills. Attention to detail with the ability to effectively manage approvals. Previous Design and Build project experience. Computer literate with CAD skills/knowledge. Ability to understand and work with engineering and technical drawings as well as Project schedules. International experience working in a Joint Venture environment would be considered beneficial.
This role offers a competitive annual base salary with compensation determined based on experience, qualifications, and internal equity.
