Job Description

POSITION SUMMARY

The GIS Technician will provide technical services required to support the operation and utilization of the Geographic Information System. Services will also be required to support both internal and external stakeholders; providing data maintenance and integration, map production, and technical guidance.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

  1. Perform best practices required to enter feature data and attribution into the GIS including techniques such as digitizing, transforming, transposing, classifying and geo-referencing in order to integrate new data into enterprise GIS systems.

  2. Develop, update and maintain GIS standard work procedures while identifying and recommending opportunities for process improvements.

  3. Perform custom queries, symbolizations and compilations within the GIS to respond to user requests for information and map products.

  4. Identify the best method of procedure and perform best practices required to create and maintain a catalogue of cartographic map products and provide access to stakeholders in electronic and print formats.

  5. Research and maintain core feature data and attribution deemed important to the business of the corporation and its partners such as the E911 Single Line Road Network, Civic Addressing, Emergency Planning feature classes, Corporate Services features classes, etc.

  6. Facilitate the sharing of GIS data and map products with partner agencies as directed by the Manager, Information Services & Applications.

  7. Attend meetings on behalf of the GIS department to interact with clients in order to respond to their need for GIS data and queries as directed by the GIS Manager.

  8. Interact with outside consultants and municipalities in order that GIS data is shared and interpreted successfully.

  9. Configure the GIS for optimal presentation of features and attribution and manage appropriate access to optimized data classes under the direction of the Manager, Information Services & Applications.

  10. Assist in the maintenance of metadata records for all GIS feature data owned and administered within the GIS.

  11. Provide technical support, guidance and training to users of the GIS

  12. Install and configure GIS software and apply associated upgrades.

  13. Troubleshoot software problems, liaise with vendor for resolution and / or escalate to GIS Analyst as necessary.

  14. Assist in the development of standards and procedures for the integration of data to the GIS.

  15. Prepare technical documents, reports and presentations as required.

  16. Participate in committees as required.

  17. Perform other duties as assigned, including redeployment in emergency situations.

  18. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.

  19. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • Understanding of GIS data maintenance, cartography, query and configuration principles and best practices, achieved through two (2) year College diploma with an additional one (1) year certification from a full-time accredited post-secondary institution in GIS. This job may be considered for educational equivalency in accordance with County Policy.

  • Intermediate understanding of Windows based systems and networks.

  • Proficiency in formulating query expressions using SQL syntax.

  • Excellent understanding of GIS concepts and software including a strong knowledge of the ESRI ArcGIS Desktop (and Extensions).

  • Knowledge web based GIS technologies including ArcGIS Online and ArcGIS Portal.

  • Familiarity working within a versioned enterprise geodatabase environment would be an asset.

  • Knowledge and abilities to apply best practice approaches to normalization or standardization of data.

  • Knowledge GIS metadata principles, practices and maintenance.

  • Interpersonal and communication skills to facilitate working with clients in both meetings and individually to ensure needs are met.

  • Familiarity with parcel and infrastructure based GIS data maintenance.

  • Ability to handle multiple and competing priorities to achieve production targets.

  • Knowledge and practical experience surrounding municipal government responsibilities and best practices would be an asset

  • Oral and technical writing skills required to document and articulate standards, procedures or reference materials.

  • Sound understanding in the use of MS Office suite.

  • Familiarity with using AutoCAD software would be considered an asset.

  • Valid G class drivers license and access to reliable vehicle.

• Criminal records check that is less than 6 months old at time of hire.

EXPERIENCE

  • Minimum of three (3) years’ experience maintaining and supporting a GIS in a municipal setting.

EFFORT

  • Visual and mental effort required when developing customized maps, data maintenance activities, inputting 911 data, etc.

WORKING CONDITIONS

  • Regular office environment.
