Job Description
The Clerk, Resource Optimization is accountable for the execution of staffing actions (PA) for employees engaged in mail processing, collection and delivery, and retail operations in accordance with the applicable current collective agreements, and for the implementation of appropriate administrative and support procedures to ensure accuracy and timeliness of these actions. The Clerk, Resource Optimization is accountable for the execution and administration of all tasks related to employee movement within these groups, including lists, schedules, bids, canvasses, reports and related communications with employees, and for the internal performance program for all determinate employees within their jurisdiction. The Clerk, Resource Optimization is accountable for the provision of related clerical and administrative support, as well as on the job training and support for new clerks within the group. This requires a thorough knowledge of the applicable sections of the various collective agreements and may require working on evening or night shifts.
Job Responsibilities
Below are the main job requirements and responsibilities for the Clerk, Resource Optimization:

Administers, controls and coordinates all staffing activities related to the offering and confirmation of available positions, position content, promotions, demotions, transfers and assignment of regular and determinate personnel, including bumping and laying-off determinate employees and placement of PPD employees. These activities must be conducted in accordance with the appropriate collective agreement and performed in a timely fashion. Where applicable, ensures that employees meet requirements of the positions into which they are placed (e.g. driver’s license) and that employees are given the necessary training (e.g. letter carrier training).

Receives transfer requests, ensures integrity and conformity of data, prepares and initiates activities related to the offering and automatic appointment to opportunities, maintains current vacancy and transfer lists, and staffs in conjunction with operational requirements and the respective collective agreements. Creates and produces canvass or bid sheets, conducts timely follow-up with respective sections/shifts, and communicates with applicants and management regarding the transfer process to ensure compliance to collective agreements and integrity of data.

Inputs all employee movement changes into corporate systems, ensuring accuracy and completion on a timely basis to meet reporting dates. Communicates with management and support functions to ensure employees are correctly paid. Investigates causes of pay anomalies unresolved at the first level and resolves or escalates as appropriate. Verifies appropriate coding of positions to ensure the integrity of all computerized information.

Maintains and administers systems and processes required for the effective management of temporary employees. This includes verification that requisitions are in compliance with procedures based on service needs, the determination and maintenance of seniority dates, preparation and posting of various lists including a transfer list, monitoring temporary employee assignments to ensure their work is in accordance with the applicable collective agreements, resolving minor problems with different unions and alerting the appropriate party of major problems, coordinating and following-up with internal clients to identify non-performing determinate employees and take the necessary measures for discharge, and performing regular audits of employee’s files to ensure proper and regular evaluations are done.

Creates, administers and coordinates the various canvasses and bidding processes required by the collective agreements for each employee group, including conformity of process, maintenance of appropriate documentation and communication of results to appropriate stakeholders.

Maintains an in-depth knowledge of policies, processes and systems as they relate to employee movement, and keeps current on relevant changes in collective agreements, corporate policies, directives, etc. Applies this knowledge to liaise professionally with local and regional union representatives, supervisors and management, Labour Relations and other stakeholders. Responds to enquiries, identifies and tracks outstanding issues, detects errors and escalates to the appropriate parties as necessary. Provides coaching and support to first line management on procedures, systems and transactions that may affect pay. Resolves minor problems and issues with the various unions and local management representatives and may be required to participate in union-management consultation meetings.

Maintains a database in order to provide management and the unions with reliable and comprehensive information related to transfer lists, seniority dates, random seniority rank, continuous service dates, employee personnel data, etc. The accuracy and integrity of the data is critical to ensure effective decision-making.

Prepares, maintains and updates various schedules and lists as required, including work schedules, transfer lists, vacation and pre-retirement leave schedules, casual hours lists for probationary periods, and employee entitlement lists (uniforms, boot allowances, etc.).

Maintains a working knowledge of and proficiency in using various corporate menu driven systems as well as various corporate software packages. Maintains an up to date ability to create and modify letters, spreadsheets, reports, letters, charts and presentation material using current versions of corporate software.

Provides related clerical and administrative support for the section, including the maintenance of accurate records, preparation and maintenance of various internal tools such as logs and lists, maintenance of documentation related to group procedures and practices, preparation and distribution of correspondence, responding to enquiries, etc.
Qualifications
Education

Completion of secondary school according to provincial standards or equivalent (GED) is required AND
-
Completion of post-secondary (College/University) course(s) in a related field may be required.
Experience
-
1-3 years of related work experience is required.
Other Candidate Requirements

May require working on evening or night shifts.

Knowledge of scheduling procedures.

Knowledge of SAP, Microsoft Office (i.e. Excel, Access, Word, PowerPoint & Outlook).
