About the role

Looking for a challenging and impactful role where you can apply your procurement expertise? As a Senior Buyer with our team, you'll be a key player in shaping the city's future.

You will independently manage procurements for projects of varying complexity, from office supplies to major infrastructure initiatives like recreation centers and LRT construction. Using your professional judgment, diplomacy, and strong project management skills, you will provide strategic advice to our business partners, lead the end-to-end procurement process, and ensure we get the best value for the city while maintaining transparency and integrity.

What will you do?

  • Liaises and consults with business partners in assigned portfolio to proactively plan ahead for anticipated procurement activities
  • Provides multifaceted advice to business partners on procurement procedures, methods, and approaches
  • Advises business partners on public procurement principles and practices, trade agreements, and contract/tender law
  • Collaborates, leads, and facilitates with business partners and Procurement staff to develop appropriate sourcing strategies for intermediate to high complexity and risk procurements including non-competitive, invitational, and competitive processes;
  • Proactively works with business partners to promote competitive processes, where appropriate
  • Reviews and/or develops specifications, requirements, description and scope of work, and recommends improvements to business partners
  • Works with business partners to compose RFx documents, develop evaluation plan, criteria, weightings, process, strategies, submission and contractual requirements and manages the RFx process
  • Issues and manages RFx including development and issue of addenda; deals with bidder requests for clarifications and any other issues
  • Manages business partner relationship with assigned portfolio
  • Performs procurement planning and prioritization to meet and manage business partners procurement needs
  • Leads and facilitates meeting with business partners and suppliers
  • Reviews and ensures completeness and accuracy of a variety of contract and Purchase Order documentation and approves within delegated concurrence or forwards to more senior concurrence and/or delegated authority, as required
  • Other related responsibilities

Qualifications:

  • Completion of a University Degree (Bachelor’s or higher), in a related discipline such as public administration, public policy, supply chain management, business, or project management and four (4) years of relevant full-time work experience, which include a minimum of three (3) years in a procurement environment performing end to end procurement responsibilities. OR
  • Completion of a two-year post-secondary diploma or associate degree in a related discipline such as public administration, public policy, supply chain management, business, or project management and six (6) years of relevant full-time work experience, which include a minimum of three (3) years in a procurement environment performing end to end procurement responsibilities.

Assets:

  • Completion of a Supply Chain Management Professional (SCMP) designation from the Supply Chain Management Association (SCMA) or a Certified Public Procurement Officer (CPPO) certification from the Universal Public Procurement Certification Council (UPPCC) or equivalent designation is considered an asset.

Skills required for success:

  • Comprehensive knowledge and understanding of procurement practices, policies, procedures, tender and contract law, trade agreements and various procurement and sourcing strategies
  • Comprehensive knowledge and understanding of RFx methods and approaches
  • Knowledge of category management and strategic sourcing methodologies and approaches
  • Knowledge of project management methodology and approaches
  • Knowledge of Google Suite Applications (Gmail, Sheets, Docs, Slides) and Microsoft Office (Word, Excel)
  • Excellent computer skills; ability to learn, utilize, and update various databases, programs and ERP systems such as SAP and Oracle
  • Excellent organization and time management skills
  • Excellent listening, verbal and written communication skills
  • Excellent customer service skills
  • Strong leadership skills required to provide coaching and oversight to subordinate roles
  • Excellent analytical, critical thinking, decision-making and problem solving skills
  • Strong research skills
  • Ability to determine appropriate procurement strategies
  • Ability to plan and lead contract negotiation processes
  • Ability to lead and facilitate meetings with business partners and suppliers
  • Strong ability to identify risks and mitigation strategies in procurement processes
  • Ability to work highly independently; ability to take initiative and be resourceful
  • Ability to identify where non-standard processes should apply; ability to make effective recommendations and seek approval for action, as required
  • Ability to perform work with a high degree of accuracy and completeness of documentation
  • Ability to adapt to rapidly changing situations and conflicting priorities while maintaining a high degree of professionalism
  • Ability to work effectively in a team environment
  • Ability to develop and maintain effective and professional working relationships with City Administrators, colleagues, business partners, and suppliers
  • Ability to consider impact to other organizations and business units

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
