About

Your ability to research, analyze and communicate about Ontario’s access and privacy landscape and the importance of privacy and transparency in the public sector, will support IPC initiatives focused on:

engaging and communicating with key regulated sectors including provincial and municipal government, law enforcement, public education and child welfare advising on the responsible development and deployment of programs and practices across regulated sectors in Ontario identifying, reviewing and evaluating plans and policies, including legislative or regulatory amendments, and providing recommendations in support of Ontarians’ access and privacy rights identifying, evaluating and sharing developments in privacy and transparency across Ontario, Canada, and the globe

The IPC is an independent officer of the Legislative Assembly of Ontario, with oversight responsibility for Ontario's access and privacy laws, including the Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act (PHIPA) and the Part X of the Child, Youth and Family Services Act, 2017 (CYFSA).

We are looking to fill one 12-month full-time position.

What can I expect to do in this role?

Identify and document access and privacy developments in Ontario’s public sector landscape and other jurisdictions. Provide policy and analysis to help develop policy positions and recommendations related to FIPPA, MFIPPA and Part X of the CYFSA, and other Ontario public-sector laws affecting privacy and transparency. Coordinate and engage in contacts with key internal and external partner groups. Lead or support priority IPC policy initiatives. Prepare materials (e.g. briefing notes, project plans, correspondence, presentations). Design, develop and coordinate materials to support and improve the Policy Department’s information management and communication flows. Participate in internal and external meetings, events and activities as required.

Both independently and as part of a team, you will

monitor for developments in Ontario’s public sector landscape, and communicate them to the policy group and other IPC staff; conduct research and analysis and advise on policy positions for emerging issues, legislative requirements, and strategic priority areas, to support the work of the IPC; lead or support projects to develop and update guidance and educational materials to assist regulated entities in meeting their privacy and access obligations; lead or support engagements with regulated entities by coordinating engagements and evaluating and commenting on their plans and proposals related to privacy or transparency; coordinate and contribute to the IPC’s timely delivery of published comments on legislative, regulatory or other policy proposals; lead or support briefings to Commissioner and senior management on policy-related matters; develop or coordinate correspondence, speaking notes and other communication materials for Commissioner and senior management; develop and deliver presentations to large and small groups (e.g. conferences, sector tables); identify and analyze trends in access and privacy in Ontario and other jurisdictions; coordinate communications between Policy and other departments within the IPC, as well as between the IPC and outside regulatory bodies.

Policy and Technical Knowledge

You have applied knowledge of access, privacy, open government and transparency issues in the public sector; You are knowledgeable about Ontario’s provincial and municipal public sector organizations, policies and programs; You are knowledgeable about the ways that public policy and technology shape the public’s privacy and transparency rights; You have applied knowledge of strategy and decision-making processes to ensure policy materials support IPC direction and mandate;

Interpersonal And Relationship Management Skills

You have demonstrated consultation, partnership and relationship management skills to establish critical relationships and effectively communicate the IPC’s mandate and strategic direction; You work effectively in a collaborative, team-based environment; You exercise political acuity in providing relevant information to internal and external colleagues and leadership.

Analytical, Research And Project Management Experience

You have the demonstrated ability to conduct environmental scans and analyze policy impacts; You have the demonstrated ability to identify, assess and effectively use relevant and reliable information sources; You have the demonstrated ability to conduct thorough research and analysis, and prepare relevant evaluations and recommendations; You can identify issues affecting the organization in achieving its objectives, and recommend solutions; You can identify risks and barriers to policy and program decisions; You can effectively develop, coordinate and manage project plans; You can effectively manage competing deadlines while operating under tight time constraints.

Communication And Presentation Skills

You have well-developed oral communication skills to respond to issues, provide recommendations, and promote key messages to internal and external parties whose expertise on privacy and access issues may vary; You have strong written communication skills to independently develop explanations of complex policy and program initiatives to internal and external parties in plain language; You have applied experience of independently developing written materials such as briefing notes, speaking notes, presentations, and correspondence; You are familiar with standard computer software applications (e.g. word processing, spreadsheet, presentation), to develop and prepare a variety of materials; You have well-developed information management skills to contribute to the ongoing improvement of the Policy Department’s information management, reporting and internal communication requirements.

Asset Qualifications

You have applied experience in one or more of the following areas

Public sector access and privacy program delivery. Law enforcement/policing. Ontario’s child welfare sector. You can communicate in French (orally and in writing).

Qualified List Information

A list of qualified candidates will be established for the Policy Analyst position in the Information and Privacy Commissioner of Ontario (IPC) and will be in effect for twelve (12) months from the date the list is created. Qualified candidates on the list may be considered when filling future permanent and/or temporary vacancies in this position.

Hybrid Work

The IPC is a hybrid work environment. Team members are required to attend our Toronto office (2 Bloor Street East) for a minimum of 6 days per month, including a set departmental in-office day once per week (Thursday), and other days as arranged or required. About Information and Privacy Commissioner of Ontario

The role of the Information and Privacy Commissioner is set out in three statutes: the Freedom of Information and Protection of Privacy Act, the Municipal Freedom of Information and Protection of Privacy Act and the Personal Health Information Protection Act. The IPC acts independently of government to uphold and promote open government and the protection of personal privacy.

Under the three Acts, the Information and Privacy Commissioner:

  • Resolves access to information appeals and complaints when government or health care practitioners and organizations refuse to grant requests for access or correction;
  • Investigates complaints with respect to personal information held by government or health care practitioners and organizations;
  • Conducts research into access and privacy issues;
  • Comments on proposed government legislation and programs; and
  • Educates the public about Ontario’s access and privacy laws.
