About the opportunity:
As a Lead, Indigenous Policy and Practice, you will work collaboratively with CLBC's Policy and Government Relations Team, playing a key role in advancing culturally safe policies, practice guides, and resources that support Indigenous inclusion within CLBC. You will work across the organization to develop, implement and guide culturally safe policies and practices that strengthen CLBC's relationships with Indigenous individuals, families, and communities and lead the creation of CLBC's approach to Indigenous engagement. You will also represent CLBC in interest holder discussions and on internal committees, supporting the integration of Indigenous perspectives into CLBC's policy framework.
Key responsibilities include:
- Work closely and collaborate regularly with the Indigenous Relations team, the Indigenous Advisory Committee, Service Delivery and Policy and Government Relations teams to provide subject matter expertise on policy development and implementation across CLBC
- Responsibility for leading monthly, quarterly and annual reporting to the Indigenous Advisory Committee on behalf of the Indigenous Relations team and in support of CLBC's internal and public reporting requirements. This role contributes to reconciliation by integrating Indigenous perspectives and supporting the Provincial Government's Calls to Action
- Develop, review and enhance policies, standards, agreements and practice guides, ensuring cultural safety is embedded in practice, in collaboration with the Policy and Government Relations Team.
- Support the translation of policy into culturally safe practice across the organization
- Provides expert and culturally safe recommendations and consultation on existing and new policies in alignment with provincial and federal requirements
- Analyzes and collates applicable engagement reporting on behalf of CLBC for Government of BC
- Develops an internal reporting process to the Indigenous Advisory Committee and Board in collaboration with other divisions
- Provides regular updates to IAC, Re-Imagining Community Inclusion (RCI) Steering Committee, and other departments on initiatives, work plans, and progress.
What you'll bring:
- Minimum of 5 years' direct experience in a role providing support and guidance to interest holders within government, indigenous communities, social services or community living, with a focus on Indigenous policies, practices and legislation
- Degree in a relevant social service, public administration or policy development field
- To reduce barriers to the application process, we welcome a combination of transferable skills, knowledge, lived experience, and comparable qualifications for consideration
- A PMP certification is considered an asset
- Direct experience working with the review and development of policies with an Indigenous relations lens
- Direct experience with research analysis, consultation and writing
- Direct experience in social policy development, preferably in community living or Indigenous communities
- Effective relationships with Indigenous communities, organizations and provincial interest holders
- Experience in the Indigenous sector / public sector organization is an asset
- Proven experience in building respectful, reciprocal relationships with First Nations Governing Bodies to support collaborative decision-making, including determining when consent, notification, or co-development is required
We are also looking for:
- Demonstrated ability to identify, analyze, and respond to policy, practice, and substantive changes that may engage the rights or interests of Indigenous Governing Bodies under the Declaration on the Rights of Indigenous Peoples Act (DRIPA)
- Ability to discern and navigate the appropriate roles of Indigenous Governance partners (e.g., IGBs) and advisory bodies (e.g., the Indigenous Advisory Committee) in CLBC policy and practice change processes
- Ability to analyze policies with a culturally safe and anti-racist lens and provide recommendations
- Ability to present information effectively to diverse audiences, including Indigenous partners and senior leadership
- Skilled in conducting jurisdictional scans and comparative policy analysis to inform culturally relevant and legally sound approaches to Indigenous partnership and service development
Travel: Occasional overnight travel required for this role. Possession of a valid class 5 driver's license and a clean Driver's Abstract is required.
