We're looking for a passionate and skilled Principal Policy Planner to join our team in Urban Planning and Economy! In this role, you will be a key player in shaping city-wide policy for land use planning and have a direct impact on the future of Edmonton. This is a fantastic opportunity to use your professional judgment and leadership skills to drive complex projects from start to finish. You will work with diverse project teams and external collaborators to manage all aspects of a project, from budgets to deliverables, and provide mentorship to junior staff.

What will you do?

  • Lead the development and delivery of strategic, city-wide policies for land use planning
  • Prepare bilateral development plans along Edmonton’s boundaries with neighbouring municipalities
  • Apply your advanced knowledge of land use, transportation, urban design, and the land development process to inform policy recommendations
  • Manage projects from start to finish, including scoping, procurement, contract management, and project reporting
  • Conduct and coordinate research to support your policy recommendations
  • Design and implement engagement plans for various parties, including community partners and industry representatives, to ensure diverse perspectives are included in policy development
  • Provide expert advice on land use policy to other departments, working and advisory committees, and senior leadership
  • Mentor and provide guidance to junior staff members to help them develop their skills
  • Draft reports, presentations and briefing notes for senior management and City Council

Qualifications:

  • Bachelor’s Degree in Urban or Regional Planning or a related degree
  • Four (4) years' experience in the area of urban planning or policy development

Assets:

  • Master’s Degree
  • Membership with the Canadian Institute of Planners

Skills required for success:

  • Apply advanced knowledge of land use, transportation, urban design, regulation and the land development process to strategic level policy planning
  • Demonstrate advanced project management skills, including project scoping, determination of project outcomes and deliverables, procurement and contract management and project reporting and closeout
  • Coordinate detailed interdisciplinary studies and reports in support of plan / policy development
  • Conduct research (quantitative and qualitative) to support policy recommendations
  • Design and implement public engagement plans and methods, including multi-collaborator meetings, public engagement sessions, Indigenous consultation, ensuring representation of a broad range of interests and perspectives
  • Knowledge of Planning legislation in Alberta (the Municipal Government Act) and land development processes in Edmonton and surrounding areas
  • Excellent written and verbal communication skills, including the ability to present complex information clearly and effectively
  • Strong organizational skills with the ability to prioritize work and track progress
  • A collaborative spirit and the ability to work effectively with various parties who have different interests

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
