The Opportunity
Reporting to the Director, Project Delivery and Hire & Buy Local, you will lead the External Relations Project Delivery team and serve as the primary contact for the External Relations Projects portfolio. Your core mandate is clear: deliver External Relations commitments on time and on budget while meeting regulatory, permitting, and stakeholder requirements.
You’ll bring a “one-team” mindset—aligning priorities across External Relations and business units, anticipating risks, and unblocking issues so projects advance on schedule and within approved budgets.
What you’ll do
Deliver & control (schedule and cost)
- Manage a high-performing team accountable for developing, assessing, and executing External Relations inputs and deliverables with the BUs.
- Establish baselines and track performance for External Relations scope (schedule, cost, and milestones), ensuring work is delivered on time and on budget.
- Own variance management: identify slippage or cost pressure early, drive mitigations, manage change, and report status with clear, decision-ready recommendations.
- Support creation and implementation of External Relations strategies and plans; refine project execution plans to align with External Relations Policies and Strategy.
Integrate & collaborate
- Partner closely with Project Management, Regulatory, Supply Chain, Business Development, Environment, Legal, and Land to meet permitting and regulatory requirements, manage risks, and capture opportunities.
- Act as the primary point of contact for Project and BU leaders to resolve delivery challenges and maintain alignment on scope, schedule, and budget.
Engage & represent
- Represent the company with Indigenous Nations, municipalities, communities, and the public in a professional, respectful, and culturally aware manner.
- Build and sustain strong relationships across BUs and internal teams to create a collaborative, communicative environment that moves projects forward.
Advise & manage risk
- Provide strategic, pragmatic advice to business partners across the company.
- Coordinate with internal stakeholders to develop mitigation measures, monitor emerging issues, and escalate External Relations risks and opportunities to the right governance forums.
Lead & develop people
- Coach and mentor team members to build technical capacity, support career development, and foster a resilient, high-performance culture.
Minimum Qualifications
- Post-secondary degree or diploma in a relevant discipline, or equivalent experience.
- Minimum 10 years in the construction industry, including 2+ years at the manager or team-lead level.
- Experience in project management for pipelines or other large-scale infrastructure projects.
- Proven experience working with local municipalities and/or Indigenous Nations to address complex and sensitive issues.
- Knowledge of federal and provincial regulatory processes and consultation guidelines in Canada.
- Demonstrated ability to integrate stakeholder, rightsholder, and regulatory requirements into project plans, schedules, and scopes of work.
Preferred Qualifications
- Experience in the energy sector and/or midstream industry.
- Knowledge of regulatory processes and consultation guidelines across multiple Canadian jurisdictions.
- Direct experience with External Relations issues, concerns, and approaches that create mutual-benefit opportunities.
- Proven ability to identify, assess, and manage risks and opportunities in a project and enterprise context.
- Strong track record of coaching, mentoring, and building high-performing teams.
- Excellent interpersonal skills; able to build respectful relationships from grassroots to senior leadership, internally and externally.
- Proficiency with project management and collaboration software.
- Superior written and verbal communication skills; confident presenting to diverse audiences.
This position requires candidates to:
- Have and maintain a valid driver's license and provide a driver's abstract (record) for review
- Travel to other company locations for temporary assignments, meetings or training will be required (estimated up t0 20% of work schedule)
- Overnight stays away from home base will be required (estimated up to 20% of work schedule)
