Reporting to the Director Human Resources, the Manager Occupational Health and Safety provide operational and strategic leadership in the development of Occupational Health and Safety, and Corporate Services Emergency Contingency programs. The manager is responsible for the implementation, monitoring and administration of departmental policies, programs and procedures in relation to Occupational Health and Safety (OHS) and Emergency Planning (EP).

As the subject matter expert, the incumbent is a significant asset and resource to senior management in their obligations to comply with OHS & EP laws and regulations, and during emergency management situations this includes preparation exercises and actual emergency events. This position impacts the overall health, safety and reputation of the department and its employees. The position has direct supervision of staff and provides supervision, leadership, training and support to ensure that established requirements are met.

The Key Responsibilities Of This Position Includes The Following

• Leads the planning, development, and implementation of comprehensive occupational health and safety (OHS) programs and services.
• Establishes and maintains workplace safety directives, guidelines, and resources to support staff in maintaining compliance and safety standards
• Develops and applies performance indicators and risk assessment strategies to evaluate and enhance OHS and emergency preparedness initiatives.
• Designs and delivers training programs to ensure staff certification, regulatory compliance, and awareness of health and safety protocols.
• Conducts territory-wide inspections and investigations, addressing employee health and safety concerns and ensuring corrective actions are taken.
• Collaborates with internal and external stakeholders, including negotiating MOUs with partners like the RCMP, to strengthen security and safety measures.

Provides leadership and oversight to the Health and Safety team, including performance management, delegation of duties, and application of progressive discipline when necessary.

The knowledge, skills, and abilities required for this job are usually obtained through:

• An undergraduate degree in Occupational Health & Safety, social sciences or health related field.
• Three years OHS experience at operational and strategic levels including two years of emergency planning & preparedness experience.
• Certified with the Canadian Board of Registered Safety Professionals.
• Experience in preparing OHS risk assessments is required.
• Certification in Emergency Planning, Emergency Management or Emergency Preparedness is an asset.
• Previous experience in the health care sector or health care facilities is an asset.

This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.
