Position Summary

The Manager, Human Resources Services is responsible for ensuring effective human resources services within the municipality, promoting a positive work culture and supporting the municipality's strategic goals through robust HR programs and initiatives. This role encompasses managing HR business partnerships, developing talent acquisition programs, and optimizing HR technology systems. The Manager, Human Resources Services will provide strategic HR support to municipal departments, ensuring alignment with organizational objectives while fostering a culture of engagement and excellence.

Key Responsibilities

  • Develop and implement a client service model that promotes strong partnerships with departmental leaders, providing strategic human resources advice and supporting change management initiatives.
  • Design and oversee comprehensive recruitment strategies, including onboarding processes and cohort recruitment programs, to attract and retain top talent.
  • Implement and manage HR technology solutions to streamline HR processes, enhance data management, and improve user experience for employees and managers.
  • Facilitate training programs for HR staff and departmental leaders on best practices in HR services, recruitment, and technology use.
  • Monitor and evaluate workforce metrics to inform recruitment strategies and enhance employee engagement initiatives.
  • Champion initiatives that promote a positive workplace culture, ensuring effective communication and collaboration across departments.
  • Collaborate with the Manager, Labour & Employee Relations Programs to ensure adherence to Collective Agreements, HR policies and procedures, and relevant legislation and municipal regulations.
  • Lead the performance appraisal process by providing strategic guidance and support to leaders and employees, ensuring alignment with organizational goals and driving continuous development.
  • Lead HR initiatives related to organizational change, providing guidance and support to management and employees throughout the process.
  • Work closely with senior management to align HR strategies with organizational goals and priorities, providing insights and recommendations based on workforce data.

Leadership of Others:

  • Provide strategic direction and leadership to ensure team alignment with organizational goals, fostering collaboration, accountability, and high performance.
  • Develop team capacity by coaching, mentoring, and identifying professional development opportunities, ensuring alignment with operational and organizational priorities.
  • Guide and support team members to meet operational objectives, ensuring compliance with organizational standards, policies, and procedures while fostering a collaborative and respectful work environment.
  • Play an active role in the recruitment process by participating in candidate screening, interviews, and hiring decisions while ensuring candidates have a positive experience.
  • Facilitate the successful onboarding of newly hired employees by delivering comprehensive training and continuous development, ensuring alignment between their role, organizational objectives, and the municipality’s culture.

Position Requirements

Education & Certifications:

  • Degree in Human Resources, Business Administration, or a related field.
  • Certified Human Resources Professional (CHRP) or Certified Human Resources Leaders (CHRL) designation.

Experience:

  • Minimum of 7 years of progressive experience in human resources management, with a minimum of 3 years in a managerial role.

Equivalent combinations of education and experience may be acceptable.

Knowledge, Skills, and Abilities:

  • HR Strategy Development: Proven ability to design and implement HR strategies that align with organizational objectives and enhance service delivery.
  • Communication: Excellent verbal and written communication skills, with a depth of experience preparing clear reports and engaging presentations for diverse audiences.
  • Analytical Skills: Strong ability to analyze data and trends to inform decision-making and improve human resources practices.
  • Interest-Holder Engagement: Excellent ability to build high levels of credibility and productive partnerships, with a strong ability to collaborate with diverse interest-holders at all levels with tact and diplomacy.
  • Leadership: Proven ability to lead and mentor HR teams, fostering a collaborative and high-performing work environment.
  • Conflict Management: Demonstrated skills to resolve complaints and disputes, in controversial, confrontational, and politically sensitive environments.
  • Technical Proficiency: Familiarity with HR technology solutions and systems that enhance HR operations and employee experience.
  • Decision-Making: Developed critical thinking and problem-solving skills with sound judgement in circumstances with conflicting information.
  • Customer Service: Strong commitment to internal and external customer service.

Working Conditions

  • Work is performed primarily in an office environment, with occasional travel required for recruitment or training purposes.
  • Standard hours of operation, Monday to Friday, with occasional flexibility needed for meetings and urgent HR matters.
  • Cognitive demands include strategic thinking, decision-making, problem-solving, and managing sensitive information in a confidential manner.
  • Physical demands include extended periods of sitting and looking at a computer screen.

  • Successful reference check (two work-related references, with a minimum of one being a direct supervisor)
  • Satisfactory Criminal Record and Judicial Matters Check
  • Proof of certifications
