The Opportunity
The Provincial Operational Services team within the Ministry of Highways is seeking an innovative, enthusiastic, responsible, and motivated professional to join us as a Goods Tendering Specialist. As a key member of our procurement team, you will play a vital role in ensuring the Ministry acquires goods and services efficiently, effectively, and in alignment with government standards.
As the Goods Tendering Specialist, you will be responsible for:
- Administering the competition process for the procurement of various goods and services
- Drafting functional requirements and mandatory specifications based on input from internal teams and external stakeholders
- Analyzing requirements and determining appropriate procurement methods
- Ensuring compliance with relevant legislation, trade agreements, and procurement policies
- Researching industry standards and economic conditions to assess risks
- Preparing competition documents and responding to inquires throughout the procurement cycle
- Evaluating responses to achieve the best overall value for the government using Government of Saskatchewan's Best Value Procurement process
Ideal Candidate
To be successful in the role, the ideal candidate will be a procurement professional who is:
- Knowledgeable in government procurement policies, including the Purchasing Act and Regulations, trade agreements, contract law, and Best Value Procurement
- Skilled in fast and accurate data entry and management using various software and hardware systems
- Adept at negotiating with others to adhere to rules/regulations or come up with a mutually acceptable solution
- Able to work effectively both independently as part of a team
- Detail-oriented with strong problem-solving skills and a proven ability to meet deadlines
- Capable of interpreting complex procurement processes, issues and procedures and communicating recommendations clearly
- Capable of delivering clear, concise and timely response to complex inquires tailored to the recipient's level
Typically the knowledge and experience required to achieve the above is obtained through:
- A diploma or designation in Supply Chain Management, or an undergraduate degree in commerce/business administration
- A combination of relevant education, training, and work experience in procurement or supply chain management
