Telecom Engineering Specialist Engineer

Position Highlights
The Telecommunications Engineering Division engineers BC Hydro’s Telecom systems. These systems contribute to safe
and reliable operation of BC Hydro’s electric system while meeting the performance requirements of system planners,
regulators, customers, and other stakeholders. The division contributes to engineering studies, specifications, standards,
design solutions, construction documentation, and provides engineering oversight of work done by our engineering service
partners. It provides technical support during procurement, construction, testing and commissioning in the project cycle. The
division provides asset lifecycle support with critical failure analysis and emergency operational support for restoring
customer supply in event of forced outages. The division is also responsible for deploying and sustaining numerous
regulatory standards, including cyber security standards and compliance practices for telecommunication systems.
We currently have two exciting opportunities for Specialist Engineers in BC Hydro’s Telecom Engineering Division. The
Specialist Engineers will work in a multidiscipline team to ensure high quality engineering for microwave radio, optical
transport and SONET/MPLS networks and teleprotection circuits.
At the specialist level particular focus is placed on regulatory requirements, system studies, system design, engineering
standards, as well as specifying, introducing, and integrating new equipment into our system to ensure long term needs are
met. Working closely with other Engineering teams, the Telecom transport and teleprotection specialist provides leadership
and technical guidance and successfully carries out the following duties:
What you'll do
- Provides technical leadership and acts as an expert technical resource responsible for providing professional/technical
advice in programs, projects, and initiatives within and outside the department.
- Mentors, supports, and provides advice to team members, encourages their work initiative, and helps them grow as
engineers and technical leaders. Demonstrates BC Hydro’s commitment to a diverse, respectful, and inclusive workforce.
- Builds and maintains strong external relationships with regulatory/standard bodies, as well as technology experts and
peers in the industry to advance BC Hydro’s overall technology architecture.
- Builds and maintains strong internal relationships with other Engineering teams, and business areas within Integrated
Planning, Technology, Project Delivery, Operations, Supply Chain, as well as other Specialist and Principal Engineers.

Evaluates emerging system standards and regulatory requirements for impact to BC Hydro.

Demonstrates a strong commitment to safety and creates a safety culture where safety is first, and employees are
recognized for safe performance and compliance with safety regulations and safe work practices.
- Delivers exceptional customer service by communicating with stakeholders and performing activities such as defining the
scope of engineering services to be provided, establishing the basic compliance criteria, approving all related technical
documentation, and assessing and reporting on work progress against standards, objectives, and specifications to support
completion of projects.
- Supports the Team Lead in the development and implementation of employee training and development program to
maintain/cultivate the required skills and expertise within the Team. Fosters collaboration and knowledge transfer, coaching
and mentoring, and organizational awareness.
- Participates or facilitates BC Hydro’s strategic meetings regarding engineering practices that would enhance Telecom
transport and teleprotection design by conducting analysis of new technology and by contributing to the development of
compliance policy, process, standards, or procedures and by making recommendations related to methodologies and
processes to develop future capability at BC Hydro.
- Chairs meetings to address engineering and compliance problems, serve on external Committees/Working Groups,
represent the Telecom Engineering Division on internal Committees/Working groups, attends and addresses seminars,
courses, meetings, and conferences, and prepares and delivers presentations to various audiences.
- Leads and reviews annual architecture roadmap activities and deliverables (e.g., evaluating product substitutions, spares
audits, technology maturity model, and equipment health assessment, etc.)
- Coordinates technical work activities and provides instructions, advice and technical guidance to other engineers, project,
technical and administrative staff.
- Prepares signed and sealed engineering deliverables as a Professional of Record (PoR) in accordance with EGBC and
BC Hydro design practices. Peer reviews work of other engineers or designers to ensure accuracy, achievement of required
results.
- Provides technical specialist oversight of equipment selection, equipment verification testing, system validation testing,
and support during procurement, design, and commissioning of new technologies and trouble resolution.
What you bring
- Bachelor’s or advanced degree in Engineering recognized by Canadian Universities or equivalent. Preferred areas of
study include telecommunications, systems engineering, or electrical engineering.
- Registered, or eligible for registration, as a Professional Engineer with Engineers and Geoscientists of British Columbia
(EGBC). The individual shall be proficient with EGBC quality management guidelines, continuing education requirements
and code of ethics.
- A minimum of 12 years of progressive and comprehensive engineering experience in planning and design of microwave
radio links, optical transport (DWDM/OTN) and SONET/MPLS networks and teleprotection circuits.
- Proactive in ongoing professional and personal development activities such as self-study, attendance at technical and
administrative courses and participation in technical and professional societies.
- Excellent leadership, communications (verbal and written), technical writing, interpersonal, and presentation skills are
required.
- Demonstrated ability and passion in conflict management, work leadership, technical direction, communication, team
building, and coaching skills. Strong interpersonal skills required; ability to relate and discuss issues with anyone from
electricians to senior management.
- Demonstrated ability to independently lead conformance tests in a lab and field installation setting based on established
industry test standards.
- Demonstrated ability solve problems, balance risk, and promote innovation, to progress on a long-term strategic asset
management vision.
