About the role

Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Capital Projects Group (CPG) Rapid Transit (RT) Program Delivery Group is looking for an Advisor to assist the team to provide comprehensive project management services associated with the delivery of the RT Program, including Transit Oriented Community (TOC) projects. The position will support the management of program level technical issues, relationships with key internal and external stakeholders, and project and program deliverables. This position reports to the Senior Project Manager, Rapid Transit Program Delivery.

What Will I Be Doing?

  • Develop and maintain relationships with key internal stakeholders to help manage key program level interfaces.
  • Work collaboratively with other members of the Program Delivery Group on policy, projects, and contentious or emerging issues.
  • Support program level interfaces with key external stakeholders, such as municipalities and transit agencies, assisting the team in leading through all phases of the program.
  • Support the delivery of multiple RT TOC projects throughout various stages including planning, design, construction, commissioning, and closeout.
  • Provide support in developing and updating the RT TOC technical contract documents/ Metrolinx Asset Protection Package (MAPP).
  • Collaborate with various Metrolinx stakeholders and RT project teams to ensure Metrolinx requirements are incorporated in the delivery of the RT TOC projects and designs comply with Metrolinx standards.
  • Develop hazard record logs, draft recommendation reports, collect supporting documents, and coordinate with stakeholders, to take RT TOC projects through Metrolinx’s System Safety Review Panel stage gates.
  • Support the Program Delivery Group leadership team in the development of performance metrics, control boards, and KPI management.
  • Participate in internal program level committees/ working groups, applying a program lens to project level issues to improve the way we deliver RT projects.
  • Provide analytical, editorial, and research support to studies, reports, and contract documents, to meet established policies, procedures, and standards.
  • Review and develop briefings, presentation materials, and approval memos, and coordinate technical content prior to review by VP and CCO.
  • Document processes and identify areas of improvement. Participate in business process and system improvements.

What Skills & Qualifications Do I Need?

  • Completion of a degree in Business Administration, Public Administration, Communications, Urban Planning, Engineering, Architecture, or related field – or a combination of education, training and experience deemed equivalent.
  • Demonstrates relevant experience in project management as well as stakeholder management.
  • Excellent communication skills: both written and verbal.
  • Excellent interpersonal, research analytical, problem-solving, and decision-making abilities to advise senior staff on sensitive or contentious issues.
  • Excellent organizational initiative, tact, and diplomacy skills to manage the identification and response to contentious and time sensitive issues/problems, issues management.
  • Strong relationship management skills, ability to negotiate, consult with, facilitate, and liaise with stakeholders on sensitive or contentious issues.
  • Experience in manipulating and interpreting data, predicting trends, establishing priorities, solving problems, and performing analysis and reporting.
  • Courses/ programs on LEAN or other process improvement certifications, project management, construction management, and transportation design would be assets
