About the role

Under the direction of the Director of Public Works & Engineering to manage the Department’s Capital Works programs and related components. Responsibilities Manages the preparation of engineering designs, specifications and tenders for the reconstruction and rehabilitation of county public works infrastructure (including roads, bridges, and trails) utilizing internal and external resources in accordance with established policies, procedures, and codes of practice. Professional responsibility for “in-house” engineering designs. Develops and recommends revisions to established policies and procedures to reflect current legislative and technical requirements. Oversees/manages the design, tendering, and construction of the annual Capital Works program through the use of internal and external resources, including the County Day Labour Program. Oversees/manages the evaluation of the condition of all County public works infrastructure (including roads, bridges, and trails) on a programmed basis. Oversees/manages the development, updating, and maintenance of the Department’s asset management program. Develops long-range programs and business plans to address infrastructure needs for Public Works infrastructure (including roads, bridges, trails, and facilities). Oversees/manages and participates in the preparation of special engineering studies and analyses for non-programmed projects, using internal and external resources. Prepares reports that provide findings and recommendations for further action as appropriate. Prepares and submits special program funding requests or applications for capital projects or specialized studies. Oversees/manages the review of development applications and provides comments and conditions of approval as appropriate. Oversees/manages the maintenance and upgrade of the County’s traffic operations and safety system. Oversees/manages the permitting of the County’s right-of-way and corridor control regulations. Manages the coordination, planning, design, capital construction, and maintenance for the County’s recreation trails. Under direction of the Director of Public Works & Engineering, prepares and presents reports to Trails Advisory Committee(s), Operations Committee, Council and local municipal councils with respect to County of Renfrew capital programs and recreation trails. In conjunction with the Manager of Operations, develops and maintains policies and procedures to safeguard the health and safety of the individual and those employees supervised. Protects own health and health of others by adopting safe work practices, reporting unsafe conditions immediately, and attending all relevant in-services regarding occupational health and safety. Follows all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act.

Qualifications University Degree in Civil Engineering or College Diploma in Civil Engineering Technology, supplemented with extensive experience and training in management, project management, design, and construction for municipal public works infrastructure. Licenced Professional Engineer in the Province of Ontario or Certified Engineering Technologist is considered an asset. Experience in the design, construction, operation and maintenance of municipal public works infrastructure including roads, bridges, sewers and watermain at the intermediate to senior level. Minimum of three years supervisory/managerial experience essential. Strong interpersonal skills and leadership ability coupled with excellent communication skills in both oral and written form. Thorough knowledge of general and specialized application software for civil design, mapping, asset management, and general office administration. Detailed knowledge of relevant codes of practice and statutes relating to the design, operation, repair, and maintenance of municipal infrastructure. Valid Class G drivers licence.
