JOB DESCRIPTION

This position provides clinical and administrative leadership, coordination, and direction to the delivery of the Employee Assistance Program (EAP) to provincial public sector employees and their immediate families. The Manager provides strategic direction for the EAP and, in consultation with the Advisory Committee, ensures the program is widely promoted as a high-quality resource and confidential service. The Manager reports to the Director of Organizational Development, Culture, and HR Planning.
Duties will include:
- Developing and implementing programs/strategies, addressing emerging workplace issues and individual employee needs;
- Ensuring promotion and awareness of the EAP program to all government employees (Civil, Health, and Education sectors);
- Monitoring existing and developing new policies/procedures;
- Providing leadership, advice, and direction to the PSC and Departmental managers and supervisors on issues related to employee health and well-being;
- Reviewing, developing, and implementing recommendations of the latest program review in conjunction with staff and Advisory Committee. (Note: the Advisory Committee is made of Members from the unions of UPSE Health, UPSE Civil, CUPE, PEI NU, CUPE Education, CUPE Health and the Excluded Group);
- Overseeing the development and distribution of promotional materials to all work sites and providing orientation to EAP when requested; participating in information sessions, inter jurisdictional EAP conferences and local industry conferences to promote the services provided by EAP, e.g., Annual Teachers’ Convention;
- Managing the EAP budget; participating as a member of the PSC management team;
- Providing clinical service to government employees and their family members that is confidential, responsive, timely and effective;
- Responding to workplace critical incidents and coordinating operational debriefs;
- Leading the EAP staff through performance development and ongoing supervision;
- Working with various agencies in relation to an employee’s interest ie; Manual Life, Unions, Addictions, and other Departments ensuring the goal of assisting employees to stay healthy at work;
- Developing and implementing workshops to assist workplaces in dealing with issues affecting their work environment;
- Managing and overseeing approved external therapists;
Minimum Qualifications:
- Applicants must have a Masters in Social Work or Masters in Clinical Psychology.
- Extensive clinical experience in assessment, short-term treatments, mediation, conflict resolution, and individual, couple, family and group therapy.
- Must have program leadership, supervisory, and budgetary experience.
- Must have strong interpersonal skills and collaborative skills, along with effective public speaking, group presentation, and facilitation skills.
- Must have knowledge of Employee Assistance Programs.
- Must be eligible for registration with appropriate professional association of PEI, i.e. Registered Social Worker or Licenced Psychologists.
- The successful applicant must provide a satisfactory criminal record check and vulnerable sector check prior to beginning employment.
- Must have a valid drivers license and access to a reliable vehicle.
- Additional relevant education and experience will be considered an asset.
