About the role

Would you like to take on a stimulating, high-impact challenge? We are looking for a Senior Advisor, Procurement. Please note that we are specifically looking for someone based in Ottawa.

The role Under the supervision of the Director, Corporate Procurement, you will be responsible for developing and implementing procurement strategies for the files assigned to you.

You will work in collaboration with various stakeholders to reduce risks and coordinate files with cross-functional teams involving several business units, while making use of best practices. Working closely with the legal team, you will actively participate in the development, drafting and review of contractual agreement documents.

The Responsibilities

  • Build and maintain strong relationships with internal stakeholders, understand their needs and recommend best practices.
  • Conduct market research and analysis, assess competition and risks.
  • Propose strategies and initiatives and uncover advantageous opportunities and/or threats related to procurement.
  • Ensure timely execution of files while respecting governance.
  • Prepare and issue tender documents, ensuring that requirements are clearly defined.
  • Evaluate bids and negotiate agreements.
  • Ensure the accuracy of contractual commitments reflected on purchase orders issued by the Finance Expertise Center group.
  • Coordinate contract renewals and amendments, and support business units in the application and interpretation of contract clauses.
  • Prepare briefing notes and produce reports as required for management.

The Requirements

  • Post-secondary education in business administration, finance, legal services or equivalent.
  • Minimum 8 years experience in preparing, managing and evaluating calls for tenders and negotiating contracts.
  • Experience with complex procurement processes.
  • Experience in leading project teams and working groups in the procurement field.
  • Experience with contractual and legal aspects.
  • Strong negotiation and conflict management skills.
  • High degree of initiative and autonomy, in addition to strong organizational, planning and leadership skills.
  • Professional communication (French and English), interpersonal and customer satisfaction skills.
  • Knowledge of national and/or international laws, regulations and trade agreements relating to purchasing and supply procedures.
