Who We Are

The Health Strategy, Planning and Partnerships Division partners across the health system to advance strategic priorities, provide specialized planning and advisory support, and enable the achievement of Regional and Health Services objectives and health program outcomes. We are seeking an experienced strategic advisor who thrives in complex environments, brings a systems-thinking approach to problem solving, and is passionate about driving meaningful change that improves health outcomes for our community.

What You'll Do

As the Advisor, Health Services Strategy, you will lead and support large-scale strategic initiatives across multiple Health Services program areas. You will provide specialized expertise in strategic planning, program evaluation, business transformation, change management, and stakeholder engagement while ensuring alignment with corporate and departmental priorities. Additional responsibilities include: Lead strategic initiatives from concept through implementation, monitoring, evaluation, and close-out. Provide strategic advice and recommendations to senior leadership, steering committees, and departmental teams on program delivery, business improvements, and organizational priorities. Identify opportunities for service, process, technology, and operational improvements across Health Services. Conduct environmental scans, business and functional analyses, risk assessments, and research to support evidence-based decision-making. Develop business cases, reports, presentations, briefing materials, and recommendations for senior leaders and key stakeholders. Lead stakeholder engagement, consultation, facilitation, and change management activities that support successful implementation of initiatives. Establish and facilitate committees, working groups, and cross-functional teams to advance strategic priorities and service improvements. Monitor initiative outcomes, evaluate results, and ensure objectives are achieved. Anticipate risks and develop mitigation strategies to support effective service delivery and positive community outcomes. Collaborate with internal and external partners, including health system stakeholders, community organizations, and elected officials, to ensure programs continue to meet evolving community needs. Support alignment of initiatives with Peel's Strategic Plan, Health Services priorities, and broader organizational objectives.

What You'll Need

Master's degree in Health Administration, Public Health, Health Sciences, Business Administration, Public Administration, or a related field. Minimum 5 years of progressive experience within the health services sector, including strategic planning, program development, project leadership, or organizational transformation. An equivalent combination of education and directly related experience may be considered. Demonstrated experience leading complex, multi-stakeholder initiatives and strategic projects. Knowledge of Ontario's health system and relevant legislation impacting health service delivery.

Your Skills & Abilities

Expertise in strategic planning, strategy execution, performance measurement, evaluation, and continuous improvement. Solid project and portfolio management skills with the ability to manage competing priorities and complex workstreams. Experience applying change management principles, methodologies, and best practices. Advanced research, analytical, and problem-solving skills, with the ability to translate complex information into actionable recommendations. Ability to work independently and collaboratively across a variety of diverse teams. Excellent facilitation, stakeholder engagement, consultation, and relationship management skills. Ability to build consensus and influence decision-making across diverse stakeholder groups. Exceptional leadership, negotiation, mentoring, and conflict resolution capabilities. Demonstrated ability to use systems thinking to assess impacts and identify integrated solutions. Exceptional verbal, written, and presentation skills, including experience presenting to executive leadership and diverse audiences. Political acuity and awareness of emerging health, community, and organizational issues. Strong organizational and time-management skills. Commitment to client-centered service delivery and continuous improvement. Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias.

Nice to Have

Experience working in municipal government, public health, paramedic services, long-term care, seniors services, or broader health system organizations. Knowledge of quality improvement methodologies and performance management frameworks. Experience supporting executive-level governance structures, steering committees, and cross-sector partnerships. Familiarity with health system planning, community engagement, and population health approaches.

Work Mode & Job Location

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time. It's important to note that your off-site work location must be within the province of Ontario.
