Scarborough Subway Extension (SSE - SRS) The 50/50 joint venture between Aecon Infrastructure Management Inc. and FCC Canada Ltd. will bring the TTC’s Line 2 subway service nearly eight kilometres farther into Scarborough, replacing Line 3 (the Scarborough RT). It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The construction is split into two contracts: Advanced Tunnelling (AT) and Stations, Rail, and Systems (SRS). Scarborough Transit Connect (STC) is the partner for the development phase.

Project Opportunity As part of the Scarborough Transit Connect project, FCC is looking for a Finance Manager to join our team. The Finance Manager is responsible for managing financial operations and controls for the project. The Finance Manager will ensure that financial systems, processes, and controls are designed and maintained to support the effective management of project funds, compliance, reporting, and performance.
Reports to: Finance & Admin Director Main Responsibilities
- Plan and implement cost and financial control systems, operational procedures, and reporting frameworks to manage the flow of funds for the project in alignment with corporate policies and procedures.
- Manage the cost reconciliation process with the client, ensuring transparency and accuracy in financial reporting.
- Prepare and maintain the unreconciled and billing status reports to monitor revenue recognition and track outstanding items and invoicing progress.
- Provide oversight on cash flow management, forecasting, and variance analysis to support project delivery.
- Manage the asset registry and fleet management processes to ensure accurate tracking, utilization, and financial accountability.
- Oversee processing of payment vouchers, reviewing supporting documentation and ensuring timely and accurate payments aligned with contractual terms.
- Ensure timely and accurate filing of tax returns in accordance with all applicable financial legal requirements.
- Lead the client cost audit process, coordinating the collection of data and ensuring compliance with financial and contractual requirements and responsiveness during financial reviews.
- Maintain and update the financial guarantees database to support risk management and compliance.
- Guide the development and delivery of periodic and ad hoc financial reports to necessary stakeholders to ensure financial compliance and transparency.
- Monitor costs against approved budgets, payment schedules, and contractual deliverables.
- Build strong relationships with stakeholders to ensure consistent financial practices and issue resolution.
- Collaborate closely with administration, payroll, procurement, and project management teams to ensure data accuracy and timely resolution of financial issues.
- Support other reporting requirements as needed to meet internal and external obligations.
Education And Qualifications
- Degree in Business Administration, Accounting, Finance, or an equivalent combination of education, training, and experience.
- 5+ years of experience leading financial accounting and reporting functions in large-scale infrastructure construction projects.
- Must be working towards or have CPA designation.
- Proven expertise in cost management with a strong foundation in financial controls.
- Strong knowledge of IFRS, accounting principles, financial analysis, controllership, and risk management.
- Strong understanding of Canadian tax legislation, the procurement process, subcontracts, purchase agreements, and bonds.
Job Requirements
- Proficiency in MS Excel and Power BI or similar computer applications.
- Experience with SAP or similar ERP systems is an asset.
- Project management experience is an asset.
- Excellent written and verbal communication skills.
- Strong analytical and problem-solving skills.
- Demonstrated leadership and management skills with the ability to motivate teams and deliver results under tight deadlines.
