As a Business Strategist with the Business Improvement team in Business Performance & Strategy, you will develop Committee and Council reports, strategies, annual reports, policies, bylaws, project plans, and service plans and budgets, supporting Emergency Management & Community Safety (EMCS) to keep community and citizen needs at the forefront. In this role, you will be responsible for leading and coordinating a diverse range of high-profile projects that often result in policy or regulatory changes involving operational areas and strategic partners. You will work closely with EMCS divisions, business units and partner agencies applying your advanced strategic planning, political acumen, critical thinking, and collaboration skills. Primary duties include:
- Lead, manage and implement strategic projects, programs and initiatives including service plans and budgets, corporate reporting, EMCS priority projects, annual reports and other projects as assigned, in support of emergency management & community safety outcomes contributing to Council Priorities.
- Conduct research and analysis using qualitative and quantitative methods, assess data, identify trends, gaps and opportunities, recommend policy and process change to senior management and Council.
- Coordinate service governance while bringing together 9-1-1, emergency management, and peace officers to create an integrated community safety approach, and ensure the efficiency, effectiveness, and delivery of services.
- Develop and sustain relationships with partners, actively participate in committees and community-based initiatives, seek collaboration and consensus.
- Lead all aspects of strategic projects including project planning, including scope, engagement, project meetings, facilitation, project tracking and report back through presentations and reports to senior management and Council.
Qualifications
- A degree in Business, Public Administration, Planning, or a related field and at least 5 years of related experience in policy and program development and/or operational and strategic planning.
- Familiarity with municipal government and operational processes, service governance, service planning and reporting, performance measurement, finance, capital planning, project management, and policy, guidelines, and standard operating procedures.
- Advanced report and technical writing, project management, risk management, performance measures, and finance and client negotiation will be considered an asset.
- Familiarity with EMCS services will also be considered an asset.
- Advanced critical thinking, analysis, political acumen, collaboration, and diplomacy with the ability to support people and processes through change.
- Well-developed research and analytical skills combined with business and political acumen.
- Effective communication and facilitation skills with the ability to influence others and build consensus.

Workstyle: This position may be eligible to work from home as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
