About the role
Position Function:
To help maintain the County’s GIS and provide GIS and mapping services for Planning and limited support for other County departments with GIS, mapping, scanning and printing services.
Position Description:
-
Prepare and create Planning report mapping for consents, minor variance, zoning amendments, site plans, subdivisions, Official Plan amendments Ontario Municipal Board hearings.

Maintain the County civic address system and create new addressing for subdivisions, condominiums and new dwellings and provide appropriate notification to our Emergency Services contacts and the public.

Provide content administration, data dissemination, documentation, spatial analysis, map productions, user training and support across the County

Applies quality control measures for accuracy and completeness

Design, creation and maintenance of data and mapping relating to map books, town maps, County maps, 911 maps and other smaller mapping projects.

Undertake large projects such as creation of mapping for new Zoning By-Laws, Official Plans or other large project specific mapping.

Provide technical leadership for projects and ad-hoc requests for data, analytics, and reporting

Design, creation and maintenance of spatial datasets used in the County’s GIS and documents the processes used to create those datasets.

Manipulation of raster data and orthophotography.

Maintain land parcels and ownership data and query for reports and Planning circulation labels.
-
Storage, management and archiving of both digital data within geodatabases and hard copy mapping within filing systems.

Work collaboratively with other team members across the County to coordinate field data collection programs.

Perform Site inspections.

Provide advice on complex problems to utility contracts, proposed developments, and issues related to 911 and mapping services.

Provide limited GIS, mapping, scanning and printing services for other County departments.

Provides support in creating and maintaining web mapping applications used by County staff as well as public facing applications.

Communicate with other County departments, agencies, organizations and the public to provide mapping requests.

Perform other duties as assigned.
Requirements
Knowledge and Experience:
- Completion of a University Degree or College Diploma (3 years) in a related discipline (e.g., GIS, Planning, Geography, Computer Science) including a GIS certificate.
- Over three years up to and including four years related experience using GIS mapping systems or equivalent to the above.
Skills and Abilities:
- Proven organizational skills.
- Effective oral and written communication skills.
- Advanced knowledge of GIS tools and methodologies for administration of GIS databases
- Advanced knowledge of SQL language with Microsoft SQL Server
- Demonstrated analytical and problem-solving skills, including experience in generating data-driven reports.
- Knowledge of Zoning By-Laws, Official Plans and legal survey plans.
- Computer expertise in ArcGIS Pro, Access as well as corporate standard software (Microsoft Office) and department specific software such as CityView. Other software assets would include ArcGIS Server, ArcGIS Online and ArcGIS Enterprise.
- Ability to operate department specific equipment such as: large format scanners, plotters and copiers, as well as printers, digital camera, GPS units and drafting equipment.
- Valid Ontario driver’s license and access to a reliable vehicle.
- Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
