This position is being posted under Capital Crossing Constructors (CCC), in joint venture with Webuild, Samsung C&T and Green Infrastructure Partners. About the Project

The Alexandra Bridge Replacement Project is one of Canada's most significant infrastructure initiatives, replacing the existing Alexandra Bridge that has connected Ottawa, Ontario, and Gatineau, Quebec for more than 120 years. As a vital interprovincial transportation corridor within the National Capital Region, the bridge serves thousands of pedestrians, cyclists, motorists, and transit users while forming an integral part of Confederation Boulevard. Having reached the end of its service life, the existing bridge will be replaced with a modern, resilient crossing designed to meet the region's long-term transportation needs. The Alexandra Bridge Replacement Project represents a major investment in Canada's transportation infrastructure, supporting economic growth, regional connectivity, and community development while creating opportunities for skilled professionals to contribute to a landmark project that will serve Canadians for generations.

About the job

The PLAA Manager reports directly to the Project Director and will have an in-depth knowledge of the permits, licenses, agreements and approvals required for LRT construction projects

What you'll be doing

Lead the end-to-end permitting, licensing, and regulatory approval process to support project delivery and construction schedules. Develop and maintain a comprehensive Permit Matrix and Approval Roadmap, tracking all permits, approvals, timelines, conditions, and regulatory commitments. Prepare, coordinate, and submit complete permit and licence applications, ensuring all technical documentation meets federal, provincial, and municipal requirements. Act as the primary liaison with regulatory authorities and stakeholders, including the National Capital Commission (NCC), Transport Canada, Fisheries and Oceans Canada (DFO), provincial ministries, conservation authorities, and the Cities of Ottawa and Gatineau. Coordinate approvals under applicable legislation, including the Impact Assessment Act, Navigation Protection Act, Fisheries Act, Ontario Water Resources Act, and other relevant environmental and municipal regulations. Manage permits and approvals related to utility relocations, including hydro, gas, telecommunications, fibre optic, water, sewer, and other third-party infrastructure. Coordinate internal and external review processes to ensure permits, licences, agreements, and environmental approvals are secured in advance of construction milestones. Build and maintain strong relationships with government agencies, municipalities, Indigenous communities, utilities, and other key stakeholders to facilitate timely approvals. Identify permitting risks, develop regulatory approval strategies, and proactively resolve issues to minimize project delays. Monitor permit conditions, approval commitments, and compliance requirements throughout the design and construction lifecycle, providing regular status updates to project teams and leadership.

What we are looking for

Civil or Environmental Engineering degree or related technical degree. Registered Professional Planner (RPP) or Professional Engineer (P.Eng.) in the Province of Ontario or other related professional qualifications Minimum of 10 years of relevant experience, including experience in each of the following: coordinating third party engagement; obtaining permits, licenses, approvals and agreements, including experience with a broad range of municipal, utility and other permits, licenses and approvals relevant to the project; and development review
