The purpose of this position is to provide high quality advice and assistance regarding international, national, regional and provincial agriculture policy matters. This position will provide leadership in measurement, reporting, analysis, planning and research on issues and trends pertinent to agriculture and apply project management skills to special projects in both the development and implementation phases.
Duties will include but are not limited to:
- Developing and implementing project plans for applied research policy projects;
- Researching and writing policy documents, including, but not limited to, strategic plans, mandates, and official policy statements;
- Researching and writing policy reports, including, but not limited to, jurisdictional research reports, policy analysis reports, and policy research briefs;
- Researching, writing, and communicating policy interpretations (e.g., for program administrators, senior management, etc.);
- Designing and implementing applied research methodologies and methods, including, but not limited to interviews, surveys, and focus groups;
- Analyzing data and writing reports to communicate findings and recommendations;
- Leading strategic planning processes for the Department and Divisions, when requested, including, but not limited to, identifying goals and writing final reports;
- Leading the evaluation of progress in implementing strategic plans;
- Designing, leading, and implementing consultation exercises with industry and the general public;
- Identifying, collecting, and understanding the department’s strategic priorities so that this information can be brought forward to FPT, PT and other forums;
- Developing frameworks, guidelines, and other policy documents to ensure the effective implementation of agreements (including, but not limited to, contracts, program guidelines, internal implementation reports, etc.);
- Providing strategic advice and recommendations to the Manager, Director, Senior Management and the Deputy Minister;
- Developing and presenting evidence-based briefing material to senior decision-makers, including the Minister, Deputy Minister, and the Senior Management Team;
- Writing and reviewing Treasury Board and Executive Council Memos as needed;
- Developing strategically aligned agriculture programs using program development standards and practices;
- Leading the development, implementation and monitoring of program evaluation;
- Evaluating programs, when requested, using evaluation standards;
- Representing the Department on intergovernmental initiatives while collecting, reporting, and preparing information as needed;
- Other assigned duties as required.
Minimum Qualifications:
- Must have a Masters degree in a related field (for example but not limited to public policy, public administration, social work, business, agriculture, or economics) with experience in policy development or evaluation OR a Bachelors degree in a related field with extensive experience in policy development or evaluation;
- Demonstrated equivalencies will be considered;
- Considerable experience with project management;
- Individuals must posses highly developed skills and knowledge concerning federal, provincial agriculture and agri-food sector, policy research, communications, project management and be team project orientated;
- Excellent interpersonal skills;
- Excellent written and oral communication skills;
- Individuals should be able to:
- Undertake research and analysis on complex issues using a variety of resources and tools;
- Work comfortably in a complex and changing environment;
- Undertake rigorous research on complex issues;
- Organize, plan and think strategically;
- Write official documents such as Treasury Board and Executive Council memorandum;
- Work as an integral and contributing member of a versatile team;
- Individuals should posses a valid driver’s license.
Other Qualifications:
- Bilingualism is considered an asset;
- University coursework completed in public policy and/or public administration considered an asset;
- Project management, program evaluation and change management designations or training considered assets.
