The successful consultant will lead requirements gathering, information architecture design, governance planning, SharePoint Online implementation planning, migration readiness activities, and stakeholder engagement. The role requires strong expertise in Microsoft 365 technologies, information and records management, business analysis, and public sector environments. The Office of the Ombud manages highly confidential information and requires a secure, role-based information management framework aligned with provincial legislation, policies, and best practices. Project Objectives Modernize collaboration using Microsoft 365 technologies including: SharePoint Online OneDrive Microsoft Teams Microsoft Copilot for M365 Design a secure, role-based information architecture. Develop governance, records management, and information management practices. Plan and support migration of two legacy file systems into SharePoint Online. Establish information access controls, metadata standards, workflows, and support procedures. Key Responsibilities Discovery & Planning Conduct stakeholder interviews across multiple office locations and remote teams. Perform workload and data mapping exercises. Assess current-state environments including: Identity management Devices Network infrastructure Existing file systems Governance processes Develop project plans, timelines, resource plans, and migration readiness assessments. Requirements Analysis Capture, analyze, validate, and document business and technical requirements. Identify: Business processes Information flows Decision flows Reporting requirements Security requirements Facilitate workshops and requirements sessions with technical and business stakeholders. Translate business needs into functional and technical specifications. Information Management & Governance Design information management frameworks and records management structures. Define metadata models, content types, records classifications, and governance standards. Develop information architecture supporting: Investigations RTIPPA requirements Records retention requirements Search and discovery capabilities Assist with policy development and information management best practices. SharePoint & M365 Solution Design Design SharePoint Online hub and site architecture. Create: Site structures Libraries Metadata frameworks Content types Site columns Develop workflows and process documentation. Create solution architecture diagrams and supporting documentation. Support Microsoft 365 adoption initiatives across business teams. Security & Access Management Define role-based security models. Support implementation of: Microsoft Entra ID (Azure AD) Conditional Access Policies Multi-Factor Authentication (MFA) Least-Privilege Access Controls Segregation of Duties Models Document access control frameworks and governance requirements. Migration Planning & Execution Support Conduct content inventories and file assessments. Perform ROT analysis (Redundant, Obsolete, and Trivial content). Develop migration readiness plans and scorecards. Map legacy content structures to SharePoint Online. Support migration tooling selection and migration runbook development. Assist with pilot migrations, validation activities, reconciliation, and cutover planning. Documentation & Stakeholder Engagement Produce high-quality business and technical documentation. Develop: Functional Specifications Technical Specifications Process Flow Diagrams Data Models Solution Architecture Diagrams Migration Documentation Governance Documentation Communicate effectively with both technical and non-technical audiences. Participate in project meetings, workshops, scrums, and status reporting activities. Mandatory Requirements (M1–M5) Candidates must clearly demonstrate all mandatory requirements: M1 – IT Experience Minimum 15 years of Information Technology experience M2 – Business Systems Analysis Experience Minimum 10 years of experience as a Business Systems Analyst M3 – Microsoft SharePoint & Microsoft 365 Experience Minimum 3 years of hands-on experience with: SharePoint Online Microsoft 365 Suite OneDrive Microsoft Teams M4 – Public Sector Information Management Experience Minimum 3 years of experience working on significant Information Management or Records Management solution implementation projects within a Public Sector environment. M5 – Communication Skills Demonstrated excellence in written and verbal English communication.
