Job Title: Manager of Employment Services – Humanitarian Migrants

Location: St. John’s, NL

Position Type: 1 full-time position until March 31, 2026, with possibility of extension pending budget availability and satisfactory performance

Closing date: September 09, 2025

Reporting to the A/Director of Employment Services, the Manager of Employment Services – Humanitarian Migrants will oversee the employment and training services supporting Humanitarian Migrants in Newfoundland and Labrador.

Roles and Responsibilities:

  • Lead the planning, coordination, and execution of the Humanitarian Migrant Employment & Training Programs

  • Supervise program staff, providing coaching, mentorship, and performance evaluations

  • Ensure compliance with all funding agreements, reporting requirements, and program standards

  • Build and maintain relationships with employers, industry associations, unions, and training institutions to create employment pathways

  • Oversee client intake, assessment, and individualized employment plans

  • Ensure timely and culturally responsive delivery of job search assistance, workplace language coaching, and vocational training

  • Identify and secure skills development opportunities (including sector-specific training) to match employer needs

  • Monitor participant progress, job retention, and career advancement outcomes

  • Track program outputs and outcomes using internal and funder-mandated data systems

  • Prepare regular reports for internal use and funder submission

  • Manage the program budget, ensuring effective allocation of funds to staffing, training, and operational needs

  • Other duties as required

Qualifications and Experience:

  • Bachelor's degree in social sciences, Psychology, Education, Business Administration, or related field (master's degree an asset)

  • Minimum 3 years of coordination and/or leadership experience in employment services, workforce development, or newcomer settlement

  • Demonstrated understanding of and experience working with refugees, humanitarian migrants, and vulnerable newcomer populations

  • Strong knowledge of local labour market trends, employer engagement strategies, and training pathways

  • Excellent organizational, communication, and problem-solving skills

  • Proficiency in MS Office

Conditions of Employment:

  • Legal authorization to work in Canada

  • Flexible to work outside of core hours (Monday-Friday, 9:00am - 5:00pm)

  • Valid class 5 NL driver’s license and daily access to a reliable vehicle

  • Some travel may be required

  • Position is subject to a satisfactory Criminal Record Screening and Vulnerable Sector Check from the Royal Newfoundland Constabulary
