  • Provide strategic leadership and manage the design, evaluation, planning, development, implementation and maintenance of strategic frameworks, structures and business processes.

  • Lead and provide strategic direction to staff to support the implementation of organizational development programs to enhance change management across the Ministry.

  • Lead Strategic and Operational planning for the division, in alignment with divisional, ministry, and OPS priorities.

  • Manage the design, implementation, ongoing evaluation and improvement of programs to increase organizational effectiveness and positively impact Ministry goals and objectives.

  • Provide project leadership and oversee various projects and major strategic business modernization initiatives.

  • Lead the development and implementation of a comprehensive strategic change and communication strategy to ensure consistent, coherent and effective flow of information.

  • Provide strategic advice, analysis and recommendations to divisional senior management.

  • You will build solid trusting relationships within government and with external stakeholders and partners.

Meet Your New Team:
The Civil Law Division delivers client-focused legal services across the OPS that are high-quality, consistent, and solution-oriented and reflect our deep understanding of government.

The Strategic Business Effectiveness Unit provides strategic advice, support and project leadership in the areas of Strategic and Operational planning, Business Realignment Oversight, Information Technology and Data Analytics, Knowledge Management, Performance Measures and Key Indicators, Risk Management and Employee Engagement.

What you bring to the team

Strategic Leadership Skills:

  • You have a strategic, team-focused leadership style to deliver on integrated policy and program objectives while facilitating a positive and productive working environment in a time of continuous change.
  • You can lead major change initiatives for the division, develop implementation strategies and promote collaborative approaches.
  • You have strong strategic leadership skills and can support and recommend policy and program options related to organizational effectiveness initiatives.
  • You are committed to innovation and service excellence and motivate staff through times of change.

Technical Skills:

  • You have knowledge of program, change management and continuous improvement processes and principles to lead the development of change management strategies.
  • You have experience leading the multi-year strategic business planning processes, to determine program objectives and resource requirements and to ensure alignment of programs and projects with corporate strategic goals.
  • You have a strong understanding of government approvals and multi-year planning processes.
  • You have experience with project planning and management techniques.
  • You can evaluate program effectiveness and make recommendations for process improvements using key performance indicators, risk assessment techniques and performance measurement frameworks.

Communication and Relationship Management Skills:

  • You are a skilled communicator and can provide briefings and strategic advice to senior leaders on corporate initiatives and priorities within a sensitive political environment.
  • You can identify internal and external influences and risks and make strategic recommendations for mitigation.
  • You have good judgement and political acuity to recognize and respond to politically sensitive issues.
  • You have experience building strong relationships and partnerships with ministries and stakeholders to share information, build consensus and influence thinking to support ministry priorities.

Strategic Thinking and Analytical Skills:

  • You can anticipate impacts of change and develop strategies to manage resistance to change.
  • You have analytical and strategic thinking skills to assess and respond to issues and ensure alignment with similar initiatives in the OPS.
  • You have analytical, evaluation and strategic problem-solving skills to develop and implement strategic frameworks, structures, strategies and business processes to support the operational requirements and business strategies of the division.
