**1. Introduction:**1.1 About CEE:
The CEE Centre for Young Black Professionals exists to fight systemic inequities by building a strong, visible, and economically independent Black community in Canada. Our mission is to advance the economic and social development of Black youth through holistic, culturally relevant programs that foster Careers, Education, and Empowerment (CEE).
1.2 Purpose of this RFP:
CEE is seeking proposals from qualified individuals or firms to provide IT management services for a one‑year fixed‑term contract. The successful Proponent will oversee the organization’s technology infrastructure, cybersecurity, website and digital engagement, Salesforce administration, multimedia content creation, and related projects, as outlined in this RFP.
2. Scope of Work:
- Develop and execute an IT strategy aligned with organizational goals.
- Administer and optimize the organization’s Salesforce platform, ensuring data integrity and user training.
- Implement and monitor cybersecurity protocols, including regular security audits and compliance.
- Manage, update, and secure the organization’s website (WordPress) and ensure optimal user experience.
- Provide technical support and training for staff; coordinate onboarding/offboarding of equipment.
- Monitor the IT ticketing system to promptly address and resolve technical issues for both staff and clients, ensuring minimal downtime and high service quality.
- Diagnose, repair, and troubleshoot issues with computers and mobile devices (both hardware and software) to ensure optimal performance and user satisfaction.
- Knowledge in Apple Business Manager for device enrollment and management, along with troubleshooting and supporting macOS in a business environment.
- Configure and maintain physical access systems (e.g., fob entry), as well as overseeing security camera systems and telephone networks (e.g., TELUS). ()
- Setting up and operating AV equipment for internal and external events, including managing livestreams and providing technical support during live broadcasts.
- Manage IT vendors, service contracts, and the annual IT budget and related expenses.
- Lead cross‑departmental IT and digital projects, ensuring on‑time, on‑budget delivery.
- Configuring and managing servers, with working knowledge of Cisco network systems, including setup and troubleshooting.
- Manage Microsoft server environments, including user account management, system updates, and issue resolution across Windows-based infrastructure.
3. Deliverables & Desired Outcomes:

Comprehensive IT strategy and 12‑month implementation roadmap within the first 30 days.

Secure, reliable, and scalable IT infrastructure with documented procedures.

Enhanced Salesforce workflows, customized dashboards, and staff training materials.

Optimized, accessible website with improved SEO and monthly analytics reports.

Robust cybersecurity framework with quarterly vulnerability assessments.

Consistent social media presence with monthly content calendars and performance metrics.

High‑quality video and audio assets for events, promotions, and training.

Quarterly status reports detailing progress, risks, and recommended improvements.

Hours of work are on an as needed basis- may need to be available occasional weekends and evenings.
4. Contract Term & Budget:
The anticipated contract term is October 1, 2025– September 31, 2026. CEE’s target salary range for this engagement is CAD $40,000 – $50,000 (inclusive of all fees, overhead, and applicable taxes). Proponents are encouraged to propose competitive pricing within or below this range.
5. Proposal Requirements:
- Cover Letter and Executive Summary (max. 2 pages).
- Understanding of CEE’s mission and project objectives.
- Proposed approach, methodology, and timeline.
- Detailed work plan outlining key tasks and milestones.
- Consultant Profile
- Relevant project experience and 3 client references.
- Cost breakdown and payment schedule.
- Confirmation of ability to meet the timeline outlined in Section 7.
6. Evaluation Criteria:
- Demonstrated understanding of project goals – 15 %
- Technical approach and methodology – 30 %
- Qualifications and relevant experience – 25 %
- Proposed cost/value for money – 20 %
- Alignment with CEE’s mission– 10 %
7. Submission Instructions:
Proposals must be submitted electronically in PDF format to hr@ceetoronto.org (mailto: hr@ceetoronto.org) , with the subject line “RFP CEE‑ITM‑2025‑001 – [Proponent Name]”. Proposals received after the deadline will not be considered. All emailed proposals will receive a confirmation of receipt within 24 hours.
8. Terms & Conditions:
- CEE reserves the right to accept or reject any or all proposals and to negotiate with any Proponent.
- All costs associated with preparing and submitting a proposal are the sole responsibility of the Proponent.
- Proposals shall remain valid for 90 days from the submission deadline.
- CEE may request clarifications or additional information from any Proponent.
- The successful Proponent will be required to enter into a contractual agreement with CEE.
