The Role
We are seeking an Enterprise GIS Administrator to oversee and support H2Safety's enterprise GIS platform. This hands-on role is responsible for administering ArcGIS Enterprise, managing PostgreSQL/PostGIS spatial databases and Esri geodatabases, publishing map services, and ensuring a reliable, secure, and high-performing GIS environment. Reporting to the GIS Manager, you will help support the GIS infrastructure behind our emergency management and response solutions.
Key Accountabilities
Platform reliability and availability — Keep the core GIS platform — ArcGIS Enterprise, the PostGIS spatial database, and map-service publishing — stable, secure, and performant for client-facing, life-safety systems. Platform administration and upgrades — Own the installation, configuration, upgrade, and licensing of the full ArcGIS Enterprise stack. Spatial database ownership — Own the PostgreSQL/PostGIS (h2Spatial) environment and its Esri geodatabases, including schema governance, performance, migrations, and data consolidation. Publishing and service governance — Own map-service publishing standards and content lifecycle across the platform. Documentation and knowledge continuity — Maintain authoritative documentation of the platform's configuration, architecture, and operating procedures. Growth into automation — Build capability in Python and FME to add depth and continuity over time.
Key Duties
ArcGIS Enterprise Administration Install, configure, upgrade, and patch ArcGIS Enterprise (Server, Portal for ArcGIS, Data Store, Web Adapter) and manage federation across components. Manage certificates across all components, including renewals on server, portal, and the web application firewall. Administer licensing and named-user management and manage ArcGIS Pro client-side deployment. Own upgrade strategy, planning, and execution, along with Web GIS topology design and governance. Configure ArcGIS Monitor and own its alerting and operational runbooks. Engage Esri Canada for support escalations and professional services.
Spatial Database Administration
Administer PostgreSQL/PostGIS on Azure Flexible Server: schema design, multi-schema permissions, versioning, indexing, performance tuning, and backup validation. Administer Esri enterprise geodatabases (SDE) on PostgreSQL, including connection management, compression, and reconcile/post. Own the h2Spatial database, including schema governance and ongoing consolidation of data from legacy sources. Plan and execute data migrations, and troubleshoot queries under production load. Assess and remediate data quality in inherited environments. Coordinate with the software development team on database design decisions that affect product features.
Map Service Publishing & Governance
Publish and configure map services to ArcGIS Enterprise, and troubleshoot publishing and performance issues. Define and maintain publishing standards for naming, metadata, sharing, and performance. Manage content lifecycle to prevent service sprawl and maintain discoverability. Make service-architecture decisions affecting client-facing products, in coordination with software development.
Education, Experience & Credentials
Required: Degree in GIS, geomatics, computer science, or a related field, or equivalent professional experience. 5+ years administering ArcGIS Enterprise (Server, Portal for ArcGIS, Data Store, Web Adapter), including installation, configuration, upgrades, federation, certificates, and licensing. Strong PostgreSQL/PostGIS administration, including spatial data modeling, performance tuning, indexing, and backup validation. Experience with Esri enterprise geodatabases (SDE) on PostgreSQL. Experience publishing and troubleshooting map services in ArcGIS Enterprise. Working knowledge of Microsoft Azure — enough to operate GIS workloads and collaborate effectively with the infrastructure team. Demonstrated ability to document technical systems and transfer knowledge to others.
Reliability, Security & Continuity
Own the disaster-recovery posture for the GIS tier, including backup validation and restore testing. Support SOC 2 control alignment for the GIS platform. Monitor platform health and respond to incidents affecting client-facing systems. Collaborate with the Cloud & Infrastructure Lead on the Azure environment, networking, and security supporting the GIS platform.
Automation & Development (Growth Area)
Support the existing Python and FME automation that feeds the GIS platform and publishing. With mentorship from the senior GIS developer, build hands-on capability in Python and FME workbench development. Provide additional depth and backup to the GIS development team as capability grows.
Documentation & Enablement
Maintain authoritative documentation of platform configuration, architecture, and operating procedures, including the rationale behind key decisions. Mentor and enable GIS analysts and adjacent technical staff.
Preferred
Python for automation and integration, or a strong aptitude and willingness to learn it. FME (FME Form/Desktop and FME Flow/Server). ArcGIS Monitor and Azure Virtual Desktop (AVD). Familiarity with security practices for hosted platforms — web application firewalls, private endpoints, least-privilege access, and SOC 2. Experience migrating or modernizing legacy or undocumented GIS environments. Esri certifications.

The Role
