About the role
As a Project Development Engineer, Front End Engineering (FEE), you will support the development of capital projects by leading the front-end development stages (FEL 1 and 2) and supporting FEED / detailed engineering/execution (FEL 3 and 4) stages. Your goal will be to support sustaining and growth-related capital projects. Your Responsibilities:
- Lead and / or actively participate in Front End Loading (FEL) 1 and FEL 2 project activities
- Responsible for stakeholder and sponsor management which includes communicating and collaborating with project sponsors and key internal and external stakeholders
- Responsible for developing critical project documents e.g. Project- Frame, I Phase Plan, Project Design Intent, Decision Matrix, etc. and presenting to all levels of the organization
- Lead and/or actively participate in benefits analyses and business case development
- Facilitate project work and studies with 3rd party consultants, technology licensors and engineering contractors, while also directing, reviewing and approving their work and deliverables
- Support the development of project schedules, project execution plans and cost estimates
Your Skills:
- Understand the basic economic drivers of oil refining
- Effective collaboration skills
- Excellent verbal and written communication skills, with the ability to tailor messaging to diverse audiences and effectively translate complex information into clear updates, reports, and presentations
- Strong analytical skills paired with a structured, organized approach to managing information, tasks, and priorities—enabling effective decision-making and execution in fast-paced environments
- Proven ability to work independently with minimal supervision, while proactively identifying risks, opportunities, and anticipating future program needs to ensure readiness and sustained progress
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and comfortable leveraging digital tools
Your Experience:
- Minimum Bachelor’s degree in chemical or mechanical engineering with P.Eng.
- Minimum 3-5 years of day-to-day refinery support experience is required (i.e. unit process engineer, maintenance engineer, etc. involved in the day-to-day operation of refinery process units)
- 8+ years of Refinery/Oil & Gas experience
- Process simulation skills/experience is an asset
- Experience representing the interests of refinery owners/operators in capital project development is a strong asset
