As the Investment Coordinator, you will play a key role in ensuring that funding, cost-recovery, and revenue processes are managed accurately and in alignment with agreements between The City and Rocky View County on the Prairie Economic Gateway. You will support the work by coordinating planning activities, preparing reports, and maintaining financial tracking systems. This role also provides oversight of the financial flow of the Prairie Economic Gateway-monitoring revenues, reserve funds, and cost contributions to ensure transparency, accountability, and effective governance. Primary duties include:
- Execute projects and work according to the charter, plans, schedules and resources, ensuring that deliverables are met. Provide regular progress updates to leadership and sponsors.
- Co-lead the development of the financial and investment structure for Committee/Council decision-making and lead the creation and implementation of capital cost-recovery mechanisms for various infrastructure types.
- Ensure compliance of reserve funds held with Rocky View County by negotiating updated implementation arrangements, implementing and documenting the Deal Agreement for Shared Pool Funds and Operating Surplus Transfer, and managing annual reconciliations.
- Lead the development, benchmarking and monitoring of Key Performance Indicators. Develop annual reporting templates and record-keeping systems covering tax revenue, cost recovery, reserve funds, shared pool funds, direct/indirect costs, development statistics, servicing areas and water license contributions.
- Review and ensure alignment of the Work Streams with the Deal Agreement and financial requirements.
Qualifications
- A graduate degree in Business, Finance, Commerce, Accounting, Economics or a related discipline.
- At least 5 years of progressively responsible experience in project, contract, grant or financial administration, preferably in a municipal or provincial environment.
- A professional designation in the financial field, either a Chartered Professional Accountant (CPA) or Chartered Financial Analyst (CFA) is desirable.
- Intermediate proficiency in Microsoft Office (Word, Excel, PowerPoint, Access, Outlook) and SharePoint are required.
- Knowledge of financial acumen, including budgeting, forecasting, financial systems, management reporting, and compliance with procurement, fiduciary, and audit requirements would be an asset.
- Experience interpreting financial agreements, cost-recovery and capital funding frameworks, and managing grants, contracts, or broader financial operations.
- Success in this position requires strong communication skills, including report writing, presenting, listening and negotiation capabilities, as well as strong analytical and problem-solving skills, with the ability to review data, track key performance indicators, and support informed decision-making.
