What can you expect from this position?
Reporting to the Associate Director, Aviation Regulatory Programs, the Manager, Aviation Regulatory Programs is responsible for the development, maintenance, and oversight of regulatory compliance programs that support safe and efficient aviation operations. You will ensure Toronto Pearson maintains its Airport Operating Certificate by upholding compliance with the Canadian Aviation Regulations (CARs).
You will lead a team of specialists, oversee the Airport Operations Manual (AOM), manage aeronautical information programs, and serve as a key liaison with Transport Canada and other regulatory partners. This role requires strong regulatory acumen, people leadership, operational awareness, and the ability to navigate complex, evolving aviation standards.
As a Manager, Aviation Regulatory Programs, you will provide support across multiple areas:
- Interpreting theAeronautics Act,Canadian Aviation Regulations (CARs), associated standards, and Transport Canada Advisory Circulars.
- Serving as Editor and custodian of the Airport Operations Manual (AOM), ensuring compliance with CARs and TP 312.
- Maintaining regulatory plans, including Regulatory Exemptions / Modification of Standards, Canada Air Pilot (CAP), Canada Flight Supplement (CFS), Minimum Equipment List (MEL), Code F / AGN VI Plan, Airside Self Inspection Program, Surface Closure Policy, GTAA Apron Design Standards.
- Supporting regulatory interactions with Transport Canada, including approvals, audits, and compliance confirmations.
- Reviewing Government of Canada Gazette publications and regulatory proposals to assess operational impacts.
- Preparing and submitting regulatory documentation including risk assessments, exemption requests, construction plans, and ICAO Type A surveys.
- Supporting Safety Management System (SMS) investigations and implementing corrective actions.
- Preparing for and participating in internal and external audits.
- Leading, coaching, and developing a team of Specialists, Aviation Regulatory Programs.
- Fostering a high-performance, collaborative culture aligned with GTAA’s vision.
- Providing clarity, direction, and feedback to support employee growth and performance.
- Removing barriers, enabling decision-making, and championing continuous improvement.
This is the role for you, if you have:
- Minimum 2–3 years of aviation experience at an airport or civil aviation authority.
- Valid Ontario G Class Driver’s License.
- 5 years working with CARs and Airport Operations Manuals.
- 2 years of people leadership experience (matrix environment preferred).
- Strong attention to detail, regulatory interpretation, and policy application.
- Ability to obtain DA AVOP (DAVOP preferred).
- Ability to manage inconsistent information and make well reasoned regulatory decisions.
- Excellent stakeholder management, including interaction with Transport Canada.
- Strong knowledge of Aerodrome Standards and Recommended Practice.
- Demonstrated experience working in a customer centric environment.
- Aviation diploma or equivalent postsecondary education.
- Ability to obtain and retain Transportation Security Clearance.
