Torngat Metals is seeking a qualified Senior Manager, Health, Safety, Security and Emergency Response (HSSE) to join our team in Montréal. Reporting to the Chief Operating Officer, the Senior Manager, HSSE provides functional leadership and oversight across all Torngat Metals projects, construction activities, operational sites, and corporate functions. This role is responsible for the development, implementation, maintenance, and continuous improvement of Torngat Metals’ HSSE management systems across all company activities, including exploration, bulk sampling, construction, commissioning, operations readiness, transportation corridors, airstrip operations, camp facilities, and future processing and refining facilities.
The Senior Manager, HSSE will provide strategic leadership and technical expertise to ensure that all Torngat Metals activities are conducted safely, responsibly, and in compliance with applicable legislation, permits, regulatory requirements, company standards, and industry best practices. The position will support activities across Québec, Labrador, and Nunavik, while fostering a strong safety culture among employees, contractors, Indigenous partners, and stakeholders. The role will evolve with the advancement of the project and transition into operations.
What You’ll Do
The Senior Manager, Health, Safety, Security and Emergency Response (HSSE) will
HSSE Leadership and Governance
Develop, implement, maintain, and continuously improve the Torngat Metals HSSE Management System, HSSE Execution Plans, standards, procedures, and performance monitoring processes. Provide expert advice and guidance to the Executive Team, Project Director, Construction Director, Operations Leadership, and Project Management Team on all matters relating to health, safety, security, emergency response, and environmental stewardship. Promote a proactive safety culture and visible leadership throughout all project and operational activities. Establish annual HSSE objectives, key performance indicators (KPIs), and improvement initiatives aligned with corporate goals.
Project Development and Construction Support
Provide guidance to project and construction management teams regarding HSSE staffing requirements, planning, contractor management, mobilization strategies, and execution plans. Ensure HSSE requirements are fully integrated into engineering, procurement, construction, commissioning, and operational readiness activities. Support the development and implementation of construction safety programs for remote northern operations, including camps, airstrips, roads, marine logistics, and processing facilities. Participate in project reviews, risk assessments, constructability reviews, SIMOPS planning, and operational readiness assessments.
Compliance and Assurance
Develop and implement assurance programs to verify compliance with Torngat Metals HSSE standards, project requirements, permits, and regulatory obligations. Monitor compliance through audits, inspections, field observations, and performance reviews. Ensure all statutory reporting requirements are completed accurately and submitted to appropriate regulatory authorities. Maintain awareness of existing and emerging HSSE legislation, regulations, codes of practice, and industry standards applicable to project activities.
Stakeholder and Community Engagement
Establish and maintain effective working relationships with Indigenous communities, regulators, government agencies, contractors, engineering firms, and project partners regarding HSSE matters. Ensure appropriate HSSE interface and communication protocols are established between Torngat Metals, contractors, consultants, and stakeholders. Support community engagement initiatives related to emergency preparedness, environmental protection, and safety awareness.
Incident Management and Continuous Improvement
Monitor HSSE performance trends and develop corrective and preventive actions to eliminate recurring incidents and hazards. Lead or participate in incident, accident, and near-miss investigations and ensure corrective actions are effectively implemented. Review audit findings, inspection reports, and performance data to identify opportunities for improvement. Report HSSE performance and significant issues to senior management and the Board as required.
Emergency Response and Security
Develop and maintain emergency response plans for all project locations, including mine sites, camps, airstrips, transportation corridors, and processing facilities. Ensure emergency response teams are adequately trained and equipped. Coordinate emergency response exercises, simulations, and drills. Oversee site security programs, access control systems, travel management, and emergency communications protocols.
Training and Workforce Development
Ensure the development and maintenance of site orientation programs and mandatory HSSE training requirements. Promote leadership development and safety leadership programs for management, supervisors, employees, and contractors. Ensure competency verification processes are established and maintained for safety-critical roles.
Budget and Resource Management
The Senior Manager, HSSE shall develop, manage, and monitor the annual HSSE budget and ensure adequate resources are available to support Torngat Metals' activities. This includes, but is not limited to: Qualified HSSE personnel for all project and operational locations. Administrative support resources. Emergency response planning, training, equipment, exercises, and drills. Safety recognition and performance improvement programs. Leadership and safety training programs. Site orientation and refresher training programs. Personal protective equipment (PPE). Safety equipment and consumables, including barriers, signage, spill response materials, and emergency equipment. Vehicle monitoring, fleet tracking, aviation and travel safety systems. Internal and external audits, assessments, and independent reviews. Occupational hygiene and industrial health monitoring programs. Security systems and emergency communication infrastructure.
What We’re Looking For
Bachelor’s degree in occupational health and safety, Engineering, Environmental Sciences, Industrial Hygiene, or related discipline. Professional designation in health and safety or related field considered an asset. Minimum 15 years of progressive HSSE leadership experience in mining, heavy industrial, construction, or resource development projects. Experience in remote northern operations and Indigenous engagement environments. Strong knowledge of Québec, Newfoundland and Labrador, and federal occupational health and safety regulations. Demonstrated experience managing large contractors and major capital projects. Proven leadership skills with the ability to influence all levels of an organization. Strong incident investigation, risk management, emergency response, and audit experience. Bilingual (English and French) preferred.
