About the role

Job Summary

Reporting to the Director, Product Delivery, the Senior Consultant provides technical leadership in the execution of the Hub strategic initiative and is the single point of contact for ITS in this priority program of work. This role is responsible for the oversight, and management of all related work delivered by ITS teams in support of the Hub strategic initiative. They work closely with program/project teams, and other business areas that contribute and support the Hub project.

Duties and Responsibilities

  • Leads and motivates the team (direct and matrix); provides clear direction; effectively delegates and monitors performance; coaches and mentors direct reports; makes decisions that balances the best interests of the team, the organization and its stakeholders; and leads by example by living CIHI’s core values.
  • Oversees the execution and management of the ITS deliverables agreed upon as part of the Hub Program Roadmap. Monitors and manages quality delivery in compliance with ITS standards and provides advice to support senior management decision-making related.
  • In collaboration with the Hub Program leadership, aids in the identification, assignment and management of work packages across multiple disciplinary teams within ITS. Manages resource needs for various work packages; negotiates and coordinates resource assignment to ensure appropriate assignment of technical resources.
  • Develops and monitors department operational plans and budgets and contributes to the development and monitoring of the branch and ITS strategic and operating plans and budgets.
  • Manages activities and deliverables associated for all technical disciplines required as part of the program, including software development, architecture, testing and technology administration, coordinating with all the respective teams across ITS.
  • Oversees ITS driven projects that are necessary for the successful execution of the Hub program commitments.
  • Oversees technology implementation and resource planning/acquisition, ensuring the program is appropriately staffed and leading hiring efforts as needed. Implements internal measurement methods and feedback mechanisms to ensure compliance with policies, procedures, standards and desired service levels.
  • Contributes to the development and monitoring of tactical and operating plans and budgets. Manages and/or participates in development activities for the department and branch including process evolution, technology implementation and resource development planning.
  • Maintains good internal and external stakeholder relationships through effective communication.
  • Leads and participates in other related projects as required.

Knowledge and Experience

  • Graduate degree in Computer Science, Mathematics, Business Administration, Health Informatics or similar equivalent field
  • 5 - 7 years of experience with the implementation of technical solutions for complex, multi-user information systems. 3 years experience supervising teams and working in a matrix environment.
  • Strong people management skills, interpersonal skills and demonstrated ability to work collaboratively in a matrix management structure.
  • Strong verbal and written communication skills with demonstrated experience managing complex negotiations and balancing competing interests.
  • The ability to effectively present strategies, ideas and opinions
  • Demonstrated ability for strategic thinking with the ability to influence and motivate others to bring about change in a manner consistent with the organization’s mission, vision and values.
  • Experience in facilitating communication and collaboration with both internal and external stakeholders. Able to gather and disseminate appropriate information and solicit participation and feedback from clients.
  • Knowledge and experience with industry best practices around systems development life cycle, Project Management, IT services management, agile development and product management practices.
  • Knowledge of ETL, data storage and Business Intelligence architectures and related technologies.
  • Knowledge and experience with AWS environment and services such as S3, Lambda, IAM, Airflow, Glue, EMR or any similar cluster.
  • Familiarity with AWS Lake Formation and Redshift is an asset.
  • Experience with Python and Spark or similar programming languages to manipulate data is an asset.
  • Expertise with BI Tools (e.g. Qlik) and BI architectural designs is nice to have.
  • Understanding of developing and deploying BI solutions that are integrated and published as part of websites is nice to have.
  • Knowledge of health informatics is a strong asset in this role.
  • Ability to meet light travel requirements.
  • Fluency in English is required, bilingualism in both official languages is an asset.
