About the role
Capstone Infrastructure Corporation is seeking a Senior Regulatory Specialist to work with the Development Team. This is a newly created role supporting Capstone’s continued growth and renewable energy development activities in British Columbia.
This position is based remotely in British Columbia and reports to the Sr. Manager, Environmental Permitting.
This role is responsible for ensuring regulatory compliance, aligning engagement strategies with permitting milestones, mentoring engagement team members, and managing high-risk stakeholder interfaces — particularly with Indigenous Nations and regulatory authorities. This position requires strong experience navigating environmental assessment and regulatory frameworks within renewable energy or infrastructure development in BC.
Key Responsibilities: Manage the regulatory and permitting strategy for renewable energy projects across British Columbia. Oversee the environmental, socio-economic and cumulative effects reports, management plans and permitting processes required for provincial, federal and municipal permitting including preparation, submission, and tracking of applications. Review and provide oversight to consulting teams on the development of permit applications and regulatory submissions. Manage project permitting and information submissions to the BC Energy Regulator through the Application Management System (AMS). Manage, develop and review responses to information requests from Indigenous partners, governments and organizations and communities. Coordinate and support Indigenous engagement and consultation activities, ensuring alignment with regulatory requirements and project commitments. Build and maintain strong relationships with regulatory bodies, government agencies, Indigenous Nations, and local communities. Provide strategic regulatory guidance to development and Capital Project Execution teams, including risk identification, timelines, and approval pathways. Monitor changes in provincial and federal regulations and assess impacts on project development. Prepare and review regulatory documentation, including permit applications, technical reports, and compliance filings. Support due diligence for new project opportunities, including regulatory feasibility assessments. Collaborate cross-functionally with development, Indigenous partners, governments, organizations and communities. Manage the tracking of permitting progress, risks, and key milestones, and provide regular updates to stakeholders. Ensure ongoing compliance with regulatory approvals and post-approval conditions through to commercial operation. Mentor and support junior team members, contributing to continuous improvement and knowledge sharing.
Qualifications and Experience: As the ideal candidate for this position, you will have the following:
10+ years of experience in Indigenous engagement, regulatory consultation, or community relations within renewable energy, infrastructure, or natural resource development. Strong understanding of BC Energy Regulator and Environmental Assessment processes and consultation frameworks. Experience submitting permit applications to the BC Energy Regulatory Application Management System (AMS). Demonstrated experience working directly with First Nations and navigating complex stakeholder environments in BC. Experience managing regulatory permitting schedules across multiple projects. Proven ability to mentor and guide team members. Experience preparing and delivering presentations to Indigenous communities and key stakeholders. In-depth knowledge and expertise in the subject matter, including strong writing skills. Strong interpersonal skills and ability to work within a team and independently. Demonstrated work-ethic and willingness to learn. Experience working in a fast-paced environment. Experience in renewable energy or other large infrastructure industry in BC is an asset. Excellent verbal and written communication skills with specific attention to detail. Valid driver’s license. Travel requirements estimated at 30-50%.
