Our Client Our client is a not-for-profit organization responsible for delivering Saskatchewan’s province-wide residential packaging and paper recycling program. Working alongside municipalities, First Nations, Métis communities, collectors, businesses, and other community partners, the organization manages the collection and recycling of household packaging and paper across urban, rural, and remote communities. Behind the program is a small, dedicated team known for being collaborative, approachable, and invested in the work.
As Saskatchewan's transition to Extended Producer Responsibility continues, the organization is expanding alongside it, creating new opportunities to strengthen partnerships, support communities, and improve recycling across the province.
The Opportunity As Saskatchewan's recycling program continues to evolve, so does the need for someone who enjoys bringing people together, building relationships, and helping communities and partners navigate change. As the Manager, Stakeholder Relations, you will work with municipalities, First Nations, Métis communities, government representatives, collection partners, industry organizations, and the media, helping each group understand the program, support evolving priorities, and build confidence in Saskatchewan's residential packaging and paper recycling system. Some conversations will be planned well in advance, while others will require you to gather information quickly, provide clarity, and keep discussions moving in a productive direction.
You will have the independence to organize your work, recognize where relationship-building efforts will have the greatest value, and contribute ideas that strengthen how SK Recycles engages across the province. If you enjoy balancing long-term planning with the occasional unexpected challenge, and you gain energy from building relationships that continue long after the meeting has ended, you will likely find this role both rewarding and engaging.
Key Responsibilities As the Manager, Stakeholder Relations, you will work collaboratively and are responsible for:

Planning, Communication & Engagement Support, inform, and collaborate with communities and partners on initiatives aligned with organizational priorities. Facilitate consultations, engagement sessions, surveys, and workshops to gather feedback, build understanding, and strengthen relationships with third parties. Respond to inquiries while identifying opportunities to expand awareness of the program and encourage ongoing engagement. Represent SK Recycles with Recycle Saskatchewan, collaborating with other Extended Producer Responsibility (EPR) organizations on province-wide initiatives. Build trusted relationships with communities by acting as a visible and approachable representative of the organization.

Government & Community Relations Develop and maintain relationships with municipal leaders, elected officials, administrators, First Nations, Métis communities, collectors, service providers, and other key partners. Work alongside senior leadership to develop and deliver engagement strategies that build awareness, support, and confidence in the SK Recycles program across Saskatchewan. Deliver presentations, attend council meetings, and participate in community discussions that build understanding of the program and its impact. Help communities navigate program changes while fostering trust and long-term partnerships.

Collector Engagement Foster strong relationships with collection partners and service providers to support collaboration and information sharing. Work closely with the Collection team to support engagement opportunities, working groups, and transition activities as Saskatchewan moves toward full Extended Producer Responsibility. Partner with Marketing and Communications to develop updates for collectors and operational partners.

Communications & Media Relations Serve as a spokesperson for SK Recycles by responding to media inquiries with professionalism and confidence. Develop key messages and identify opportunities for proactive media engagement that supports organizational objectives. Collaborate with external communications partners to support media relations, proactive outreach, and communications planning. Provide communications advice and issue management support to senior leadership when required.

Strategic Planning & Organizational Support Develop engagement strategies that balance immediate priorities with long-term relationship building. Support internal communications and cross-functional collaboration to keep teams informed and aligned. Represent SK Recycles at meetings, conferences, community events, and industry engagements. Identify emerging issues, recommend practical solutions, and continuously improve engagement practices as the organization grows.
Qualifications As the Manager, Stakeholder Relations, you will possess the following qualities:
The Essentials (Hard Skills): 7+ years of progressive experience in communications, government relations, community engagement, relationship management, public affairs, or a related field. Post-secondary education in communications, public relations, public policy, government relations, community engagement, or a related discipline. Experience developing and maintaining relationships with diverse groups, including communities, governments, Indigenous organizations, or industry partners. Experience leading engagement initiatives, consultations, or communications strategies. Exceptional written communication skills, with the ability to develop clear, audience-appropriate messaging across a variety of channels. Experience presenting to external groups, facilitating discussions, or representing an organization publicly. Understanding of municipal or provincial government structures would be considered an asset. Valid driver's license and willingness to travel within Saskatchewan, with occasional out-of-province travel as required.
