CRA's National EE Staffing Strategy strives to eliminate gaps for the four EE designated groups: Indigenous peoples, persons with disabilities, members of visible minorities, and women. Where an EE gap exists at the time of appointment, EE may be used as an appointment criterion for permanent and temporary appointments over six months made through this process.

Employees are required to work on-site at a CRA-approved location a minimum of three days per week or 60% of their regular monthly work schedule. Individual exceptions may be granted based on individual circumstances and the nature of the work being performed.

Intent of this Staffing Process We are currently seeking qualified and motivated candidates to fill various bilingual positions at the SP-03 and SP-04 levels at the Winnipeg Tax Centre. The purpose of this process is to staff various term (temporary) positions. No permanent offers will be made from this staffing process .

Many of the positions being staffed from this process are located in a high-volume, production based office environment.

Some Of The Key Responsibilities Include

  • Taxpayer telephone interaction
  • Reviewing and inspecting populated forms and documents that may require corrective action
  • Identifying and escalating issues when necessary, and conducting research through internal and external sources to resolve issues

Most positions require the use of various computer systems and programs, including, but not limited to Microsoft: Outlook, Teams, Word, and/or Excel.

This staffing process will be primarily used to staff various full-time positions at the Winnipeg Tax Centre located at 66 Stapon Road, Winnipeg, MB. The Following Pools Will Be Created From This Requisition

  • Bilingual Imperative SP-03
  • Bilingual Imperative SP-04

The pools established from this staffing process may be used to staff similar or lower level positions.

Who Can Apply Any individual residing in Canada, and Canadian citizens and permanent residents residing abroad;

Preference for appointment will be given to veterans first, followed by Canadian citizens, and permanent residents.

Please note that this process will be used to staff positions in Winnipeg, Manitoba only . In accordance with CRA's hybrid working model, employees would be required to physically work at their designated office location in Winnipeg, Manitoba a minimum of three days per week.

If you are a candidate from the general public, you will have to pay for any expenses related to your participation in this staffing process, as well as any relocation costs if you receive an offer of employment from this process.

Qualified members and former members of the Canadian Armed Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Education

  • Successful completion of a secondary school diploma

Some Positions Require The Following Additional Educational Requirements

  • Successful completion of the following courses or field of studies from a recognized postsecondary institution or from a recognized professional accounting association:

  • Chartered Professional Accountant (CPA) Introductory Financial Accounting or FA1 or Introductory Accounting or Introductory Financial Accounting.

Foreign Education Credentials If you have foreign education credentials, you must have your education credentials confirmed by a recognized credential assessment service and provide proof of Canadian equivalency to the staffing board. Proof of Education Candidates are responsible to ensure that clear and legible electronic copies of their education credentials are uploaded as attachments into the education factor(s) in the education section of their candidate profile. This proof may include a copy of your secondary school diploma; official transcript; secondary school equivalence test; or degree, applied degree or diploma from a recognized post-secondary institution. Your name in your CRA candidate profile should match the name on your government issued photo ID and your education credentials. Language Requirements Minimum Bilingual Imperative

  • SP-03: BBB / BBB
  • SP-04: BBC / BBC

Candidates must be proficient in both English and French, and able to demonstrate their ability to work in both languages. Candidates who do not currently hold valid second language evaluation (SLE) results, will be required to complete language testing as part of this staffing process.

Assessment

Minimum Staffing Requirements

Essential Staffing Requirements For SP-03 And SP-04 Positions The essential staffing requirements indicated below will be assessed during the process and may be used to identify candidates for positions.

  • CRA Administrative Support 1 (KFEL-02): Entry-level test on cognitive abilities, and behavioural competencies (Korn Ferry Unsupervised Internet Test)
  • Second Language Evaluation
  • Interpersonal Skills
  • Organizational Fit
  • Ability to Communicate Effectively / Oral Communication

  • Situational Judgement Test – Recruitment Version (CRA)

Asset Staffing Requirements Asset staffing requirements may also be assessed during the staffing process and may be used to identify candidates for positions.

These May Include But Are Not Limited To

  • Experience relevant to the position being staffed
  • Budgetary considerations
  • Minimize business disruption

Asset staffing requirements may be used at any stage of the staffing process, including to screen applications for further consideration or to identify a candidate for a position.

You will be notified in advance of any additional asset staffing requirements that may be evaluated.

Additional Information Assessments are expected to begin in January 2026. You must notify the staffing board of any vacation plans or change in contact information during this staffing process. If for any reason you are unable to attend any scheduled assessment session, it is your responsibility to inform the staffing board in advance. Assessments will only be rescheduled for exceptional circumstances. The staffing board will make decisions on a case-by-case basis. All interactions throughout this process, including email correspondence, may be used in the assessment of the essential staffing requirements listed above.
