Position Summary

As the Manager, Capital Projects, you'll take the lead in driving the planning, design, coordination, and execution of facilities-related, capital-funded projects across the Institute. This includes minor renovations and associated services. This dynamic role is central to shaping both the present and future of our built environment, contributing to medium- and long-term campus planning and assisting with all aspects of capital asset management. You’ll report directly to the Senior Manager, Facilities, and collaborate with a wide range of stakeholders to bring impactful projects to life.

As a key leader in the delivery of capital-funded facilities projects, this role oversees the full project delivery—including budgeting, procurement, contracts, scheduling, site instructions, change orders, and risk mitigation planning from initiation to close-out. The Manager leads the project handover phase, ensuring a smooth transition to operations. They manage space planning and interior design for space modifications, and provide project management expertise, technical guidance, and coordination assistance on projects. Additionally, they support continuous improvement.

Beyond project delivery, the role supports campus-wide planning efforts by identifying future infrastructure needs, maintaining asset data, and optimizing space utilization. One part of this position is identifying opportunities for the renewal, refurbishment and upgrade of building systems and other assets, as well as reviewing renovation and space modification proposals.

The Manager ensures that initiatives aligns with the Institute’s long-term strategic goals and sustainability commitments. Moreover, they make sure that best practices and evidence-based approaches are utilized in the design and build of facilities-related projects.

A skilled collaborator, this position facilitates engagement with stakeholders across academic and operational areas, guiding renovations, specialty equipment installations, and simulation space development. They facilitate a consultative planning processes by coordinating steering committees and engaging facility users, designers, and senior leaders.

The role also plays a key part in financial stewardship, ensuring capital expenditures are well-managed and aligned with institutional priorities. They monitor project financials through detailed cost tracking, forecasting, and analysis of funding commitments and actual expenditures. In addition, they assist with the development of RFPs, RFQs, EOIs and tenders.

Through technical leadership and cross-functional coordination, this role helps shape a safe, functional, and future-ready campus environment.

Qualifications & Requirements:

  • Undergraduate degree in a relevant discipline; project management professional designation, or an acceptable equivalent combination of education, training, and experience.
  • Thorough knowledge of project management methodologies, practices and processes.
  • Extensive knowledge of the objectives, principles, regulations, and practices applicable to campus (or equivalent) planning and development.
  • Experience with sustainable building strategies and the ability to prepare and analyze life cycle costs for building or renovation design decisions.
  • Exceptional interpersonal skills, including the ability to negotiate and influence others.
  • Exceptional oral and written communication skills and demonstrated ability to establish and maintain collaborative working relationships with co-workers, other staff, consultants, and contractors.
  • Ability to write effectively and prepare status reports and summaries.
  • Ability to analyze and solve problems and make decisions or make recommendations based on a thorough analysis of facts.
  • Ability to motivate and effectively supervise others.
  • Self-directed with a high degree of initiative, confidentiality, and ability to function as a team player.
  • Computer literate with a high degree of proficiency with the full suite of M.S. office products.
  • Valid B.C. driver’s license.
  • A minimum of six years of experience in facilities management or construction management, including responsibility for project management.
  • Experience with all phases of the delivery of projects from concept design through construction phases and into occupancy.
  • Experience working in post-secondary or other public sector environments.

In addition, we offer 20 vacation days and 10 Personal Days annually (pro-rated in first year), as well as generous other leave entitlements.

Salary Range:

$97,140.00 to $114,280.00 annually – Fair Comparison Excluded Compensation Salary Grid 10

The Compensation Range shown reflects JIBC's range for the role: between 85% and 100% of the sector range control point. In the normal course, employees will be hired, transferred or promoted between 85% - 94% of the control point, based on the knowledge, qualifications and experience for the role, with exceptions in the 95% - 100% range.

Work Arrangements:

This is a regular full-time (35 hours per week) position. The successful candidate must be within a commutable distance to the JIBC New Westminster campus. Hybrid work arrangements may be considered.
